The ABS also operates the national Census of Population and Housing that occurs every five years. History In 1901, statistics were collected by each state for their individual use. While attempts were made to coordinate collections through an annual Conference of Statisticians, it was quickly realized that a National Statistical Office would be required to develop nationally comparable statistics. The Commonwealth Bureau of Census and Statistics (CBCS) was established under the Census and Statistics Act in 1905. Sir George Knibbs was appointed as the first Commonwealth Statistician. Initially, the bureau w ...

Housing Stress
Housing stress describes a situation where the cost of Dwelling, housing (either as rental, or as a Mortgage loan, mortgage) is high relative to household income. It may also be used to describe inadequate housing for a proportion of the population. As a rule of thumb, a household spending 30 per cent or more of its income can be considered under housing stress, and under "extreme" housing stress if spending exceeds 50 percent. Other studies may apply a different threshold, or restrict its definition to households with below average income. The Economic Research Service of the United States Department of Agriculture classifies counties as under housing stress" if 30 percent or more of its housing units meets one or more of the following criteria: lacked complete plumbing, lacked complete kitchens, paid 30 per cent or more for owner costs or rent, or had more than one person per room. Central Business District
A central business district (CBD) is the commercial and business centre of a city. It contains commercial space and offices, and in larger cities will often be described as a financial district. Geographically, it often coincides with the "city centre" or "downtown". However, these concepts are not necessarily synonymous: many cities have a central ''business'' district located away from its commercial and or cultural centre and or downtown/city centre, and there may be multiple CBDs within a single urban area. The CBD will often be characterised by a high degree of accessibility as well as a large variety and concentration of specialised goods and services compared to other parts of the city. For instance, Midtown Manhattan, New York City, is the largest central business district in the city and in the United States. London's city centre is usually regarded as encompassing the historic City of London and the medieval City of Westminster, while the City of London and the transform ...
