A diplomatic mission or foreign mission is a group of people from a state or organization present in another state to represent the sending state or organization officially in the receiving or host state. In practice, the phrase usually denotes an embassy, which is the main office of a country's diplomatic representatives to another country; it is usually, but not necessarily, based in the receiving state's capital city. Consulates, on the other hand, are smaller diplomatic missions that are normally located in major cities of the receiving state (but can be located in the capital, typically when the sending country has no embassy in the receiving state). Embassy Row is the informal name for a section of Northwest Washington, D.C. with a high concentration of embassies, diplomatic missions, and diplomatic residences. It spans Massachusetts Avenue N.W. between 18th and 35th street, bounded by Scott Circle to the south and the United States Naval Observatory to the north; the term is often applied to nearby streets and neighborhoods that also host diplomatic buildings, such as Kalorama. Of the roughly 175 diplomatic missions in the city, the majority are located on or near Embassy Row, including those of Italy, Australia, India, Greece, Egypt, Ireland, Japan, and the United Kingdom. The Honorary Consulate of Portugal in Palm Coast was an '' ad honorem'' diplomatic mission of Portugal in Florida, United States. Based in Palm Coast, the honorary consulate had jurisdiction over the State of Florida. The first and only honorary consul was Caesar DePaço, from 2014 to 2020. History The honorary consulate was created on October 3, 2014, with the appointment of Portuguese businessman Caesar DePaço as the "Consul ''ad honorem'' of the Portuguese Republic in the State of Florida". The honorary consulate's premises were opened in April 2015. DePaço chose to refuse his stipend from the Portuguese Government and instead funded the honorary consulate entirely, as a gift to the Portuguese people.
