Elmir Bagirov Mammad oglu () is the head of the executive branch of Saatly District, Azerbaijan. Bagirov holds a Doctor of Philosophy in Political Science. Early life and education Bagirov was born on April 28, 1980, in the Hishkadare village of the Masally region. In 1997, he graduated from Elshad Agayev secondary school in Hishkadare village. In 1997 he matriculated at Baku State University, majoring in political science. After graduating with a bachelor's degree in 2001, he enrolled in a master's degree program in ''"Political theory of world political processes and international relations"'' at the Faculty of Political Management of the Academy of Public Administration under the President of the Republic of Azerbaijan. Subahdar, also known as Nazim or in English as a "Subah", was one of the designations of a governor of a Subah (province) during the Khalji dynasty of Bengal, Mamluk dynasty (Delhi), Khalji dynasty, Tughlaq dynasty, Mughal era ( of India who was alternately designated as Sahib-i-Subah or Nazim. Masally District ( az, Masallı rayonu, tly, Masəlli rəyon, script=Latn) is one of the 66 districts of Azerbaijan.
