The electoral district of Burnie was a single-member electoral district of the Tasmanian House of Assembly. It centred on the town of Burnie on Tasmania's northern coast. The seat was created in a redistribution ahead of the 1903 state election from parts of Waratah and West Devon, and was abolished when the Tasmanian parliament adopted the Hare-Clark electoral model in 1909. Tasmanian House Of Assembly
The House of Assembly, or Lower House, is one of the two chambers of the Parliament of Tasmania in Australia. The other is the Legislative Council or Upper House. It sits in Parliament House in the state capital, Hobart. The Assembly has 25 members, elected for a term of up to four years, with five members being elected in each of five electorates, called divisions. Each division has approximately the same number of electors. Voting for the House of Assembly is by a form of proportional representation using the single transferable vote (STV), known as the Hare-Clark electoral system. By having multiple members for each division, the voting intentions of the electors are more closely represented in the House of Assembly. Since 1998, the quota for election in each division, after distribution of preferences, has been 16.7% (one-sixth). Burnie is a port city on the north-west coast of Tasmania, Australia. When founded in 1827, it was named Emu Bay, being renamed after William Burnie, a director of the Van Diemen's Land Company, in the early 1840s. , Burnie had an urban population of 19,550. Burnie is governed by the City of Burnie local government area. Economy The key industries are heavy manufacturing, forestry and farming. The Burnie port along with the forestry industry provides the main source of revenue for the city. Burnie was the main port for the west coast mines after the opening of the Emu Bay Railway in 1897. 1903 Tasmanian State Election
The 1903 Tasmanian state election was held on 2 April 1903 in the Australian state of Tasmania to elect 35 members of the Tasmanian House of Assembly. Women got the right to vote at the election. Elliott Lewis, leader of the Ministerial group, entered the election as the incumbent Premier of Tasmania. At the election, the group lost 10 seats and Lewis lost his seat. The Opposition led by William Propsting won government. The Workers' Political League (the future Australian Labor Party) fielded candidates for the first time, winning three seats. John Earle became leader of the parliamentary party in 1906. The Electoral district of Waratah was a single-member electoral district of the Tasmanian House of Assembly. It centred on the town of Waratah in western Tasmania. The seat was created in a redistribution ahead of the 1897 election from the southern part of the Wellington electorate, which had been a two-member seat until the election. The seat was abolished when the Tasmanian parliament adopted the Hare-Clark electoral model in 1909. Its final member, John Earle, successfully stood for the multi-member seat of Franklin and, shortly after the 1909 election, became Tasmania's the first Labor premier, albeit of an unstable minority government which lasted a week. He regained the Premiership in 1914 and held it for two years, before gaining a seat in the Australian Senate. Herbert Payne
Herbert James Mockford Payne (17 August 186626 February 1944) was an Australian politician. He served as a Senator for Tasmania from 1920 to 1938 and as a member of the Tasmanian House of Assembly from 1903 to 1920. Payne was born in Hobart and worked as a draper in Burnie prior to entering politics. He was first elected to parliament at the 1903 state election and was known for his fiscal conservatism. He served as state treasurer and minister for agriculture and railways from 1912 to 1914. Payne was elected to the Senate at the 1919 federal election, representing the Nationalist Party. He won re-election twice, joining the United Australia Party (UAP) in 1931, but was defeated in 1937. He is primarily remembered for his role in the introduction of compulsory voting for federal elections, which became law in 1924 through his private senator's bill.
