Regina () is the capital city of the Provinces and territories of Canada, Canadian province of Saskatchewan. The city is the second-largest in the province, after Saskatoon, and is a commercial centre for southern Saskatchewan. A by-election, also known as a special election in the United States and the Philippines, a bye-election in Ireland, a bypoll in India, or a Zimni election (Urdu: ضمنی انتخاب, supplementary election) in Pakistan, is an election used to fill an office that has become vacant between general elections. A vacancy may arise as a result of an incumbent dying or resigning, or when the incumbent becomes ineligible to continue in office (because of a recall, election or appointment to a prohibited dual mandate, criminal conviction, or failure to maintain a minimum attendance), or when an election is invalidated by voting irregularities. The Legislative Assembly of Saskatchewan is the legislative chamber of the Saskatchewan Legislature in the province of Saskatchewan, Canada. Bills passed by the assembly are given royal assent by the Lieutenant Governor of Saskatchewan, in the name of the King in Right of Saskatchewan. The assembly meets at the Saskatchewan Legislative Building in Regina. There are 61 constituencies in the province, which elect members of the Legislative Assembly (MLAs) to the Legislative Assembly. All are single-member districts, though the cities of Regina, Saskatoon and Moose Jaw were in the past represented through multi-member districts, with members elected through Block Voting.
