Elbert K. Fretwell
Elbert K. Fretwell (1878-1962) was an American academic and early leader in the field of youth development through recreation and extracurricular activity. He served as the second Chief Scout Executive of the Boy Scouts of America (BSA), serving from 1943 to 1948. Upon his retirement from the BSA, Fretwell was given the title of Chief Scout. His son Elbert K. Fretwell Jr. was also a noted professor of education and served as Chancellor of University of North Carolina at Charlotte. Academia Fretwell was an associate professor of Scouting and recreational leadership and later, professor of education at the Teachers College, Columbia University. In 1918 Fretwell was appointed by the Surgeon General of the United States together with the American Red Cross to supervise recreation work in United States Army "reconstruction hospitals." Chief Scout Executive
The Chief Scout Executive is the top professional of the National Council of the Boy Scouts of America. In most similar non-profit organizations, this is equivalent to the position of CEO, national executive director or secretary general. Roger Mosby is the current Chief Scout Executive, succeeding Michael B. Surbaugh in December 2019. Mosby was initially title President and CEO (not being a professional Scouter), however in May 2021 Mosby received a commission as a professional Scouter and was appointed to the Chief Scout Executive position in May 2021. This position should not be confused with the position of Chief Scout. Many National Scout associations still use this position; however, it is always for a volunteer position, not a paid one. Silver Buffalo Award
The Silver Buffalo Award is the national-level distinguished service award of the Boy Scouts of America. It is presented for noteworthy and extraordinary service to youth on a national basis, either as part of, or independent of the Scouting program. The award is made by the National Court of Honor and the recipient need not be a registered member of the BSA. Award The award consists of a silver buffalo (American bison) medal suspended from a red and white ribbon worn around the neck. Recipients may wear the corresponding square knot, with a white strand over a red strand, on the BSA uniform.
