Education policy in Brazil has been given importance by the federal and local governments since 1995. At that time, the government of President Fernando Henrique Cardoso and the Brazilian Ministry of Education began to pursue three areas of national education policy: * education finance equalization * conditional cash transfers * education results measurement According to the World Bank, these national education policies have tracked with global best practice, and implementation has been sustained and effective in improving performance and outcomes of education in Brazil. Though Brazil has made significant strides in improving labor force skills, Brazil is below average with respect to learning levels, secondary completion rates, and student flow efficiency, when compared to OECD and other middle-income countries. Flag Of Brazil
The national flag of Brazil ( pt, bandeira do Brasil), is a blue disc depicting a starry sky (which includes the Southern Cross) spanned by a curved band inscribed with the national motto "''Ordem e Progresso''" ("Order and Progress"), within a yellow rhombus, on a green field. It was officially adopted on 19 November 1889 — four days after the Proclamation of the Republic, to replace the flag of the Empire of Brazil. The concept was the work of Raimundo Teixeira Mendes, with the collaboration of Miguel Lemos, Manuel Pereira Reis and Décio Villares. The green field and yellow rhombus from the previous imperial flag were preserved (though slightly modified in hue and shape). Bolsa Família (, ''Family Allowance'') was a social welfare program of the Government of Brazil, part of the Fome Zero network of federal assistance programs. Bolsa Família provided financial aid to poor Brazilian families. In order to be eligible, families had to ensure that children attend school and get vaccinated. If they exceeded the total of permitted school absences, they were dropped from the program and their funds were suspended. The program attempted to both reduce short-term poverty by direct cash transfers and fight long-term poverty by increasing human capital among the poor through conditional cash transfers.
