EU Global Human Rights Sanctions Regime
The European Union, EU Global Human Rights Sanctions Mechanism is a mechanism of the Council of the European Union to punish personnel from non-EU countries responsible for gross violations of human rights. Inspired by the Global Magnitsky Act in the US, the mechanism permits the EU to maintain a list of human rights violators around the globe, imposing on them various sanctions, such as visa bans or asset freezes, on behalf of the entire bloc. Background In its history, the EU has on multiple occasions imposed sanctions on other countries for human rights violations. Some of the examples include an arm embargo imposed on China since 1989 for the 1989 Tiananmen Square protests, Tiananmen Square Massacre, or asset freezes on certain officials in Iran who repressed and tortured human right activists. High Representative Of The Union For Foreign Affairs And Security Policy
The High Representative of the Union for Foreign Affairs and Security Policy (HR/VP) is the chief co-ordinator and representative of the Common Foreign and Security Policy (CFSP) within the European Union (EU). The position is currently held by Josep Borrell Fontelles. The Treaty of Amsterdam had established the position of High Representative for Common Foreign and Security Policy. The position was aggrandised by the Lisbon Treaty, which established its current title and powers, including a seat on the European Commission, and a chair of the council of EU foreign ministers. The first person to hold the full title of High Representative of the Union for Foreign Affairs and Security Policy, following the Lisbon Treaty, was Catherine Ashton. Foreign Relations Of The European Union
Although there has been a large degree of integration between European Union member states, foreign relations is still a largely intergovernmental matter, with the 27 members controlling their own relations to a large degree. However, with the Union holding more weight as a single bloc, there are at times attempts to speak with one voice, notably on trade and energy matters. The High Representative of the Union for Foreign Affairs and Security Policy personifies this role. Policy and actors The EU's foreign relations are dealt with either through the Common Foreign and Security Policy decided by the European Council, or the economic trade negotiations handled by the European Commission. The Magnitsky Act, formally known as the Russia and Moldova Jackson–Vanik Repeal and Sergei Magnitsky Rule of Law Accountability Act of 2012, is a bipartisan bill passed by the U.S. Congress and signed into law by President Barack Obama in December 2012, intending to punish Russian officials responsible for the death of Russian tax lawyer Sergei Magnitsky in a Moscow prison in 2009 and also to grant permanent normal trade relations status to Russia. Ri Yong-gil (, born 1955) is a North Korean military officer and the current Minister of Social Security. He is believed to have been in his 60s when appointed to his position as a general in 2013. Ri was made a Lieutenant General in April 2002 and given command of the forward-deployed 3rd Army Corps from 2002 to 2007, and later the 5th Army Corps from 2007 to 2012. He was promoted to Colonel General (Sangjang) and elected an alternate member of the Central Committee of the Workers' Party of Korea in 2010. He was promoted to chief of the General Staff Operations Bureau in late 2012, in charge of coordinating KPA corps commanders and reporting to the chief of General Staff and the Supreme Command. Jong Kyong-thaek (, born between 1 January 1961 and 31 December 1963) is a North Korean politician. He served as the Minister of State Security from 2018 to 2022, a member of the Central Military Commission of the Workers' Party of Korea (WPK), an alternate member of the Politburo of the WPK, and a member of the State Affairs Commission of North Korea. Family background Jong's father was Jong Jun-thaek, an intellectual at the core of North Korea's early industrialization efforts under Kim Il-sung and who served as the DPRK's Deputy Premier from 1956 to 1961. Chong headed national industrial planning between 1945 and 1950. He worked closely with Kim Il-sung, traveling with the leader to meet Stalin in Moscow in March 1949, and joining Kim's new Military Affairs Commission with the outbreak of the Korean War.
