The European External Action Service (EEAS) is the diplomatic service and combined Foreign ministry, foreign and Defence minister, defence ministry of the European Union (EU). The EEAS is led by the High Representative of the Union for Foreign Affairs and Security Policy, High Representative for Foreign Affairs and Security Policy (HR/VP), who is also President of the Foreign Affairs Council and vice-president of the European Commission, and carries out the EU's Common Foreign and Security Policy (CFSP), including the Common Security and Defence Policy (CSDP). The member states of the European Union are aligned in their foreign policy on many issues. The EU is the world's largest economic union, customs union and donor of humanitarian and development assistance and thus has an extensive network of delegations around the world mainly operating in the framework of External Relations, for which the European Commission is the main decision body. High Representative Of The Union For Foreign Affairs And Security Policy
The High Representative of the Union for Foreign Affairs and Security Policy (HR/VP) is the chief co-ordinator and representative of the Common Foreign and Security Policy (CFSP) within the European Union (EU). The position is currently held by Josep Borrell Fontelles. The Treaty of Amsterdam had established the position of High Representative for Common Foreign and Security Policy. The position was aggrandised by the Lisbon Treaty, which established its current title and powers, including a seat on the European Commission, and a chair of the council of EU foreign ministers. Triangle Building
The seat of the European External Action Service (initially referred to as The Capital, and thereafter sometimes the Triangle building) is the office building on the Robert Schuman Roundabout in the heart of the European Quarter of Brussels, Belgium, in which most of the European External Action Service (EEAS) resides. Joint Situation Centre
The EU Intelligence and Situation Centre (EU INTCEN) is a "civilian intelligence function" of the European Union (EU). Structurally, it is a directorate of the External Action Service (EEAS) and reports directly to the EU's High Representative for Foreign Affairs and Security Policy. Article 4 of the Treaty on European Union, among other things, expressly states that "national security remains the sole responsibility of each Member State". European Union Military Staff
The Military Staff of the European Union (EUMS) is the directorate-general of the European Union's (EU) External Action Service (EEAS) that contributes to the EU's Common Security and Defence Policy (CSDP) by providing strategic advice to the High Representative (HR/VP) and commanding operations through its Military Planning and Conduct Capability (MPCC) operational headquarters. From the end of 2020 the MPCC will also be capable of running executive operations of up to 2500 troops, i.e. the size of one battle group, as well as 3 non-executive missions. Common Security And Defence Policy
The Common Security and Defence Policy (CSDP) is the European Union's (EU) course of action in the fields of defence and crisis management, and a main component of the EU's Common Foreign and Security Policy (CFSP). The CSDP involves the deployment of military or civilian missions to preserve peace, prevent conflict and strengthen international security in accordance with the principles of the United Nations Charter. Catherine Ashton
Catherine Margaret Ashton, Baroness Ashton of Upholland, (born 20 March 1956), is a British Labour politician who served as the High Representative of the Union for Foreign Affairs and Security Policy and First Vice President of the European Commission in the Barroso Commission from 2009 to 2014. Her political career began in 1999 when she was created a Life Peer as Baroness Ashton of Upholland, ''of St Albans in the County of Hertfordshire'', by Tony Blair's Labour Government. European Defence Agency
The European Defence Agency (EDA) is an agency of the European Union (EU) that promotes and facilitates integration between member states within the EU's Common Security and Defence Policy (CSDP). The EDA is headed by the High Representative (HR/VP), and reports to the Council. The EDA was established on 12 July 2004 and is based in the Kortenberg building in Brussels, Belgium, along with a number of other CSDP bodies. All EU member states take part in the agency except Denmark. The Danish parliament has adopted a proposal in favour of the country participating in the EDA. Common Foreign And Security Policy
The Common Foreign and Security Policy (CFSP) is the organised, agreed foreign policy of the European Union (EU) for mainly security and defence diplomacy and actions. CFSP deals only with a specific part of the EU's external relations, which domains include mainly Trade and Commercial Policy and other areas such as funding to third countries, etc. Decisions require unanimity among member states in the Council of the European Union, but once agreed, certain aspects can be further decided by qualified majority voting. Foreign Affairs Council
The Foreign Affairs Council (FAC) is a configuration of the Council of the European Union that convenes once a month. Meetings bring together the foreign ministers of the member states. Ministers responsible for European affairs, defence, development or trade also participate depending on the items on agenda. The configuration is unique in that is chaired by the High Representative of the Union for Foreign Affairs and Security Policy (HR/VP) rather than the member state holding the presidency of the Council of the European Union; there is one exception, when the FAC meets in the configuration of ministers responsible for trade (FAC/Trade), with the presiding member state's minister chairing the meeting.
