Elections In Azerbaijan
Azerbaijan elects on a national level a head of state—the president—and a legislature. The President of Azerbaijan is elected for a seven-year term by the people; before a constitutional referendum changed this in 2009, the position was limited to two terms. The National Assembly (''Milli Məclis'') has 125 members. Before 2005, 100 members were elected for a five-year term in single-seat constituencies and 25 members were elected by proportional representation. Since 2005 all 125 members are elected in single-seat constituencies. Azerbaijan is a one party dominant state. Each of political parties in Azerbaijan has the same rights and opportunities to compete in elections as defined in by the Constitution and respective laws. Azerbaijan (, ; az, Azərbaycan ), officially the Republic of Azerbaijan, , also sometimes officially called the Azerbaijan Republic is a transcontinental country located at the boundary of Eastern Europe and Western Asia. It is a part of the South Caucasus region and is bounded by the Caspian Sea to the east, Russia (Republic of Dagestan) to the north, Georgia to the northwest, Armenia and Turkey to the west, and Iran to the south. Baku is the capital and largest city. The Azerbaijan Democratic Republic proclaimed its independence from the Transcaucasian Democratic Federative Republic in 1918 and became the first secular democratic Muslim-majority state. In 1920, the country was incorporated into the Soviet Union as the Azerbaijan SSR. The modern Republic of Azerbaijan proclaimed its independence on 30 August 1991, shortly before the dissolution of the Soviet Union in the same year. 1995 Azerbaijani Constitutional Referendum
A constitutional referendum was held in Azerbaijan on 12 November 1995 alongside the first round of parliamentary elections. Voters were asked to vote for or against a constitutional draft publicly released several days before the referendum. 2002 Azerbaijani Constitutional Referendum
A constitutional referendum was held in Azerbaijan on 24 August 2002. The referendum was initiated by the authoritarian Heydar Aliyev regime. Voters were asked eight separate questions, all of which were approved with at least 96% voting in favour. The referendum was marred by fraud. Background On 22 June 2002 President Heydar Aliyev proposed 39 amendments to 23 articles of the constitution. 2009 Azerbaijani Constitutional Referendum
A constitutional referendum was held in Azerbaijan on 18 March 2009. It consisted of 29 measures voted on separately; the most controversial were a measure to abolish presidential term limits and a measure to greatly restrict press freedom. The measures passed, with approval of measures between 87.14% and 91.76%, disapproval between 4.59% and 7.24% and invalid votes between 3.64% and 5.70%; turnout was 71.08%. This provision of the constitutional amendment was condemned by the Venice Commission of the Council of Europe, which stated that "As a rule, it can be said that the abolition of existing limits preventing the unlimited re-election of a President is a step back, in terms of democratic achievements".
