Economic Recovery And Middle-Class Tax Relief Act Of 2009
The Economic Recovery and Middle-Class Tax Relief Act of 2009 is a bill introduced to the United States House of Representatives during the 111th congress on January 13, 2009. The bill was sponsored by Representative Scott Garrett of New Jersey along with 80 co-sponsors. The bill is a product of a conservative house caucus, the 100-plus member House Republican Study Committee (RSC), chaired by Rep. Tom Price of Georgia. Purposes The bill was a counter-proposal to the American Recovery and Reinvestment Act of 2009 introduced by President Barack Obama. HR 470 proposes to stimulate the economy without new government spending by implementing a permanent five-percentage point income tax cut for all taxpayers; it also would make permanent current capital gains and dividend tax rates at 15% (current law will allowing rates to rise after 2010). Ernest Scott Garrett (born July 9, 1959) is an American politician who was the U.S. representative for , serving from 2003 to 2017. He is a member of the Republican Party. He previously served in the New Jersey General Assembly from 1990 to 2003. Garrett chaired the United States House Financial Services Subcommittee on Capital Markets and Government-Sponsored Enterprises. He lost his reelection bid in 2016 to Democrat Josh Gottheimer, becoming the only incumbent Congressman in New Jersey to be defeated that year. The Republican Study Committee (RSC) is a study group of conservative members of the Republican Party in the United States House of Representatives. As of 2021, the Chairman of the RSC is Representative Jim Banks of Indiana. Although the primary functions of the RSC vary from year to year, it has always pushed for significant cuts in non-defense spending, supported free trade agreements, advocated socially conservative legislation, and supported the right to keep and bear arms. The American Recovery and Reinvestment Act of 2009 (ARRA) (), nicknamed the Recovery Act, was a stimulus package enacted by the 111th U.S. Congress and signed into law by President Barack Obama in February 2009. Developed in response to the Great Recession, the primary objective of this federal statute was to save existing jobs and create new ones as soon as possible. Other objectives were to provide temporary relief programs for those most affected by the recession and invest in infrastructure, education, health, and renewable energy. The approximate cost of the economic stimulus package was estimated to be $787 billion at the time of passage, later revised to $831 billion between 2009 and 2019. Alternative Minimum Tax
The alternative minimum tax (AMT) is a tax imposed by the United States federal government in addition to the regular income tax for certain individuals, estates, and trusts. As of tax year 2018, the AMT raises about $5.2 billion, or 0.4% of all federal income tax revenue, affecting 0.1% of taxpayers, mostly in the upper income ranges. An alternative minimum taxable income (AMTI) is calculated by taking the ordinary income and adding disallowed items and credits such as state and local tax deductions, interest on private-activity municipal bonds, the bargain element of incentive stock options, foreign tax credits, and home equity loan interest deductions.
