Earl Norfleet Phillips (born May 5, 1940) is an American diplomat who was Ambassadors of the United States, Ambassador of the United States to Barbados, Dominica, Grenada, St Lucia, Antigua, Saint Vincent (island), St. Vincent, and St. Christopher-Nevis-Anguilla from 2002 to 2003, under George W. Bush. Biography Earl Norfleet Phillips Jr. was born in High Point, North Carolina on May 5, 1940. He graduated from the University of North Carolina at Chapel Hill, and received an M.B.A. from Harvard Business School. In 1972, he co-founded First Factors Corporation, a financial services business. He was also a partner in a real estate development company. From 1988 to 1998, he served on the board of Wachovia.
