E-Government Act Of 2002
The E-Government Act of 2002 (, , , H.R. 2458/S. 803), is a United States statute enacted on 17 December 2002, with an effective date for most provisions of 17 April 2003. Its stated purpose is to improve the management and promotion of electronic government services and processes by establishing a Federal Chief Information Officer within the Office of Management and Budget, and by establishing a framework of measures that require using Internet-based information technology to improve citizen access to government information and services, and for other purposes. The statute includes within it * FISMA (the Federal Information Security Management Act of 2002) as Title III, and * CIPSEA (the Confidential Information Protection and Statistical Efficiency Act) as Title V. Teleadministration is based on the concept that documents in electronic format have legal value. Administrative informatics is not new, but for many years it was merely Information Technology applied to legal documents, that is, the reproduction of paper-based legal documents into electronic file systems. It allows users to obtain case and docket information from the United States district courts, United States courts of appeals, and United States bankruptcy courts. The Confidential Information Protection and Statistical Efficiency Act, ("CIPSEA"), is a United States federal law enacted in 2002 as Title V of the E-Government Act of 2002 (, , ). CIPSEA establishes uniform confidentiality protections for information collected for statistical purposes by U.S. statistical agencies, and it allows some data sharing between the Bureau of Labor Statistics, Bureau of Economic Analysis, and Census Bureau. The agencies report to OMB on particular actions related to confidentiality and data sharing. The law gives the agencies standardized approaches to protecting information from respondents so that it will not be exposed in ways that lead to inappropriate or surprising identification of the respondent.
