E. W. Kannangara
Senator E. W. Kannangara, CCS ( Sinhala: කන්නන්ගර; ta, கன்னங்கரா) was a Sri Lankan civil servant and statesmen. A senator, he had a long career in the Ceylon Civil Service during which he served as a Permanent Secretary and as the Clerk of the State Council. He also served as Chief Commissioner of Boy Scouts of Ceylon in 1954, and served on the World Scout Committee of the World Organization of the Scout Movement from 1960 until 1961. Kingsley C. Dassanaike worked to promote Scouting for the deaf and blind with his support. Kannangara participated the 11th World Scout Jamboree, Marathon Greece 1963 as a Contingent Leader from Ceylon. His daughter Manel Abeysekera Irangani Manel Abeysekera is a Sri Lankan diplomat. Ceylon Civil Service
The Ceylon Civil Service, popularly known by its acronym CCS, was the premier civil service of the Government of Ceylon under British colonial rule and in the immediate post-independence period. Established in 1833, it functioned as part of the executive administration of the country to various degrees until Ceylon gained self-rule in 1948. Until it was abolished on 1 May 1963 it functioned as the permanent bureaucracy or secretariat of Crown employees that assisted the Government of Ceylon. Many of the duties of the CCS were taken over by the much larger Ceylon Administrative Service (CAS) which was created absorbing all executive management groups such as the CCS officers and the Divisional Revenue Officers' Service, was to be established with five grades. Sinhalese Language
Sinhala ( ; , ''siṁhala'', ), sometimes called Sinhalese (), is an Indo-Aryan language primarily spoken by the Sinhalese people of Sri Lanka, who make up the largest ethnic group on the island, numbering about 16 million. Boy Scouts Of Ceylon
The Sri Lanka Scout Association ( si, ශ්රී ලංකා බාලදක්ෂ සංගමය ''Shri Lanka Baladaksha Sangamaya''; ta, இலங்கைச் சாரணர் சங்கம்), is a Scouting organization in Sri Lanka operated by the Ceylon Scout Council. These members are recognized national Scout organizations, which collectively have around 43 million participants. It is the counterpart of the World Association of Girl Guides and Girl Scouts (WAGGGS). Scouting For The Deaf And Blind
Extension Scouting are programs in Scouting organizations which cater for young people with special needs. Background Extension Scouting was earlier called ''Scouts Malgré Tout'', which is French for "Scouts Despite Everything". It aims to meet the mandate from Robert Baden-Powell, founder and first Chief Scout of The Boy Scouts Association in the United Kingdom, that the programme be made "open to all." Young people with special needs join in with Scout groups on a regular basis but some organizations provide a special parallel program tailored to these participants. Irangani Manel Abeysekera is a Sri Lankan diplomat. Having served as Sri Lankan Ambassador in Germany and Thailand, she is known as Sri Lanka's first woman career diplomat. Education She was born to E. W. Kannangara, a prominent civil servant who had served as the Clerk of the State Council. Educated at Methodist College, Colombo, she read history at Somerville College, Oxford. After joining the Overseas Service she studied modern languages at New Hall, Cambridge.
