Dámaso Ruiz-Jarabo Colomer
Dámaso Ruiz-Jarabo Colomer (20 June 1949 – 11 November 2009) was a Spanish jurist, judge at the Consejo General del Poder Judicial (General Council of the Judiciary) and the head of the Private Office of the President of the Consejo General del Poder Judicial. He also served as an ad hoc judge to the European Court of Human Rights and a judge at the Tribunal Supremo (Supreme Court) from 1996. He was an Advocate General at the European Court of Justice from January 1995 until his death in November 2009. A jurist is a person with expert knowledge of law; someone who analyses and comments on law. This person is usually a specialist legal scholar, mostly (but not always) with a formal qualification in law and often a legal practitioner. The European Court of Human Rights (ECHR or ECtHR), also known as the Strasbourg Court, is an international court of the Council of Europe which interprets the European Convention on Human Rights. The court hears applications alleging that a contracting state has breached one or more of the human rights enumerated in the Convention or its optional protocols to which a member state is a party. The European Convention on Human Rights is also referred to by the initials "ECHR". The court is based in Strasbourg, France. The European Court of Justice (ECJ, french: Cour de Justice européenne), formally just the Court of Justice, is the supreme court of the European Union in matters of European Union law. As a part of the Court of Justice of the European Union, it is tasked with interpreting EU law and ensuring its uniform application across all EU member states under Article 263 of the Treaty of the Functioning of the European Union (TFEU). The Court was established in 1952, and is based in Luxembourg. It is composed of one judge per member state – currently – although it normally hears cases in panels of three, five or fifteen judges.
