Dunedin ( ; mi, Ōtepoti) is the second-largest city in the South Island of New Zealand (after Christchurch), and the principal city of the Otago region. Its name comes from , the Scottish Gaelic name for Edinburgh, the capital of Scotland. The city has a rich Scottish, Chinese and Māori heritage. Time in New Zealand is divided by law into two standard time, standard time zones. The main islands use New Zealand Standard Time (NZST), 12 hours in advance of Coordinated Universal Time (UTC) / List of military time zones, military M (Mike), while the outlying Chatham Islands use Chatham Standard Time Zone, Chatham Standard Time (CHAST), 12 hours 45 minutes in advance of UTC / military M^ (Mike-Three). The Dunedin City Council ( mi, Kaunihera ā-Rohe o Ōtepoti) is the local government authority for Dunedin in New Zealand. It is a territorial authority elected to represent the people of Dunedin. Since October 2022, the Mayor of Dunedin is Jules Radich, who succeeded Aaron Hawkins. The council consists of a mayor who is elected at large, and 14 councillors elected at large, one of whom gets chosen as deputy-mayor. Territorial authorities are the second tier of local government in New Zealand, below regional councils. There are 67 territorial authorities: 13 city councils, 53 district councils and the Chatham Islands Council. District councils serve a combination of rural and urban communities, while city councils administer the larger urban areas.City councils serve a population of more than 50,000 in a predominantly urban area. Five territorial authorities (Auckland, Nelson, Gisborne, Tasman and Marlborough) also perform the functions of a regional council and thus are unitary authorities.
