Donald McGinley
Donald Francis McGinley (June 30, 1920 – July 6, 2005) was a Democratic Party (United States), Democratic politician from Nebraska who served a single term in the United States House of Representatives from 1959 to 1961 and as Nebraska's 32nd List of Lieutenant Governors of Nebraska, lieutenant governor from 1983 to 1987 under Governor Bob Kerrey. McGinley was a highly educated attorney with degrees from the University of Notre Dame and Georgetown University. Before practicing law, he served in the United States Army Air Forces during World War II and was a reporter for the Denver Register. He was admitted to the bar and began his practice in Ogallala in 1950. After returning to Nebraska, McGinley was elected to the state legislature in 1954 and to Congress four years later. Lieutenant Governor Of Nebraska
The lieutenant governor of Nebraska is the highest-ranking executive official in the State of Nebraska after the Governor of Nebraska, governor. According to the Constitution of Nebraska, Nebraska State Constitution, in the event a governor dies, becomes permanently incapacitated, resigns, or is removed from office, the lieutenant governor will become governor. Prior to the Constitution of 1875, Nebraska had no office of Lieutenant Governor. If the governor died, resigned, or was removed from office (as happened to Governor David Butler (politician), David Butler in 1871), then the Nebraska Secretary of State was appointed as Acting Governor until the vacancy would be filled by the next election. The Constitution of 1875 created the office of Lieutenant Governor of Nebraska, leading to the first election of a lieutenant governor in Nebraska in the election of 1876.
