District Council (second)
The District Council (Second) functional constituency () was a functional constituency in the elections for the Legislative Council of Hong Kong which was created in the 2012 constitutional reform package. It was the largest functional constituency consisted of registered voters who were not eligible for voting in the other functional constituencies. Background In 2009, the government put forward the reform package of the election method of the 5th Legislative Council of Hong Kong in the 2012 LegCo election. Due to the resolution of the National People's Congress in 2007 the ratio of geographical constituency and functional constituency remained the same, the government's package suggested to add extra five seats in geographical constituency and functional constituency respectively. In the political systems of Hong Kong, a functional constituency is a professional or special interest group involved in the electoral process. Eligible voters in a functional constituency may include natural persons as well as other designated legal entities such as organisations and corporations. (See: legal personality) History The concept of functional constituencies (FC) in Hong Kong was first developed in the release of "Green Paper: A Pattern of District Administration in Hong Kong" on 18 July 1984 when indirect elections were introduced to the Legislative Council for the first time. The paper suggested that the Legislative Council create 24 seats with 12 seats from different professional interest groups. The largest remainder method (also known as Hare–Niemeyer method, Hamilton method or as Vinton's method) is one way of allocating seats proportionally for representative assemblies with party list voting systems. It contrasts with various highest averages methods (also known as divisor methods). Method The ''largest remainder method'' requires the numbers of votes for each party to be divided by a quota representing the number of votes ''required'' for a seat (i.e. usually the total number of votes cast divided by the number of seats, or some similar formula). Civic Party
The Civic Party (CP) is a pro-democracy liberal political party in Hong Kong. It is currently chaired by barrister Alan Leong. The party was formed in 2006 on the basis of the Basic Law Article 45 Concern Group, which was derived from the Basic Law Article 23 Concern Group that rooted in its opposition to the proposed legislation of the Article 23 of the Basic Law of Hong Kong. Mainly composed of leading barristers, the party first contested in the 2007 Chief Executive election with Alan Leong unsuccessfully challenged incumbent Donald Tsang elected by the Election Committee. Kwong Chun-yu
Roy Kwong Chun-yu (; born 9 February 1983) is a Hong Kong politician and novelist. He is a member of the Democratic Party and former member of the Yuen Long District Council for Pek Long. He became a member of the Legislative Council of Hong Kong in 2016 through the District Council (Second) "super seat". Neighbourhood And Workers Service Centre
The Neighbourhood and Worker's Service Centre (NWSC) is a pro-democracy political group in Hong Kong, holding one seat in the Legislative Council from 1995 to 1997, and since 1998. It was founded in 1985, with its roots in the New Youth Study Society founded in 1979. Politically it is identified as belonging to the pan-democracy camp. The sole member representing the NWSC in the Legislative Council is Leung Yiu-chung. It also holds three seats in the Kwai Tsing District Council. Leung Yiu-chung
Leung Yiu-chung (, born 19 May 1953) is a Hong Kong politician. He is a member of the pro-labour Neighbourhood and Worker's Service Centre, part of the pan-democracy camp, and a former long-time member of the Legislative Council of Hong Kong. He represented the New Territories West geographical constituency between 1998 and 2016, and the District Council (Second) functional constituency between 2016 and 2020. 6th Legislative Council Of Hong Kong
The Sixth Legislative Council of Hong Kong was the sixth meeting of the legislative branch of the Hong Kong Special Administrative Region Government. Running from 1 October 2016 to 31 December 2021, it was the longest legislative session in Hong Kong history, lasted for five years and three months. The term of the session was originally from 1 October 2016 to 30 September 2020, but was extended by the National People's Congress Standing Committee (NPCSC) due to the postponement of the 2020 Legislative Council election. Albert Ho
Albert Ho Chun-yan (; born 1 December 1951) is a solicitor and politician in Hong Kong. He is the former chairman (2014–2019) and vice-chair (2019–2021) of the Hong Kong Alliance in Support of Patriotic Democratic Movements of China, and former chairman of the Democratic Party from 2006 to 2012. Chan Yuen-han
Chan Yuen-han, SBS, JP (; born 16 November 1946 in Baoan, Shenzhen, Guangdong, China) is a former member of Hong Kong Legislative Council and a noted Hong Kong female trade unionist.
