Disabled Facilities Grants
Disabled Facilities Grants are paid under the Housing Grants, Construction and Regeneration Act 1996 for the provision of grant aided adaptations for disabled persons' properties within the UK. From 2020/21 the budget was increased to £573 million. Eligibility A means-test, similar to that for Income Support is applied unless the application is made for the benefit of a child or a young person under the age of 19. The first £6,000 of any savings are ignored. The applicant must be an owner occupier, a private tenant, a landlord with a disabled tenant, housing association tenant; or a local authority tenant. However, many councils have separate budgets and staff to deliver adaptations to their tenants . Provision Local authorities may carry out the work either through provision of money to the applicant or through an agency service. The Housing Grants, Construction and Regeneration Act 1996 is an Act of Parliament of the United Kingdom. Its long title shows that it is a piece of omnibus legislation: :''An Act to make provision for grants and other assistance for housing purposes and about action in relation to unfit housing; to amend the law relating to construction contracts and architects; to provide grants and other assistance for regeneration and development and in connection with clearance areas; to amend the provisions relating to home energy efficiency schemes; to make provision in connection with the dissolution of urban corporations, housing action trusts and the Commission for New Towns; and for connected purposes.'' Means-test
A means test is a determination of whether an individual or family is eligible for government assistance or welfare, based upon whether the individual or family possesses the means to do without that help. Canada In Canada, means tests are used for Student loan, student finance (for post-secondary education), legal aid, and "welfare" (direct transfer payments to individuals to combat poverty). They are not generally used for primary and secondary education which are tax-funded. Means tests for public health insurance were once common but are now illegal, as the Canada Health Act of 1984 requires that all the provinces provide universal healthcare coverage to be eligible for subsidies from the federal government. Income Support
Income Support is an income-related benefit in the United Kingdom for some people who are on a low income, but have a reason for not actively seeking work. Claimants of Income Support may be entitled to certain other benefits, for example, Housing Benefit, Council Tax Reduction, Child Benefit, Carer's Allowance, Child Tax Credit and help with health costs. A person with capital over £16,000 cannot get Income Support, and savings over £6,000 affect how much Income Support can be received. Claimants must be between 16 and Pension Credit age, work fewer than 16 hours a week, and have a reason why they are not actively seeking work (caring for a child under 5 years old or someone who receives a specified disability benefit). Better Care Fund
The Better Care Fund is a partnership between NHS England, the Ministry of Housing, Communities and Local Government, the Department of Health and Social Care and the Local Government Association. Its pooled budget, initially £5.3 billion, was announced by the Cameron Government in the June 2013 Spending Round. It aims at "meeting the challenges of integrating health and social care in England in order to keep people healthy for longer". Local councils are allowed to increase the local fund. The intention was to shift resources into social care and community services from the NHS budget in England and so save £1 billion a year by keeping patients out of hospital.
