Digital Era Governance
The first idea of a digital administrative law was born in Italy in 1978 by Giovanni Duni and was developed in 1991 with the name teleadministration. In the public administration debate about New Public Management (NPM), the concept of digital era governance (or DEG) is claimed by Patrick Dunleavy, Helen Margetts and their co-authors as replacing NPM since around 2000–05.Dunleavy, P., Margetts, H., Tinkler, J., & Bastow, S. Teleadministration
Teleadministration is based on the concept that documents in electronic format have legal value. Administrative informatics is not new, but for many years it was merely Information Technology applied to legal documents, that is, the reproduction of paper-based legal documents into electronic file systems. Instead, Teleadministration turns this approach into its head. It is based on research conducted in 1978, the year when, at a conference promoted by the Court of Cassation, Giovanni Duni launched the then-futuristic idea that an electronic document could have legal value. 1978 was also the year in which the first research on digital signatures ( RSA) was published in the United States, yet it would take more than twenty-five years for jurists and mathematicians to start working together. Debate is a process that involves formal discourse on a particular topic, often including a moderator and audience. In a debate, arguments are put forward for often opposing viewpoints. New Public Management
New Public Management (NPM) is an approach to running public service organizations that is used in government and public service institutions and agencies, at both sub-national and national levels. The term was first introduced by academics in the UK and Australia to describe approaches that were developed during the 1980s as part of an effort to make the public service more "businesslike" and to improve its efficiency by using private sector management models. As with the private sector, which focuses on customer service, NPM reforms often focused on the "centrality of citizens who were the recipient of the services or customers to the public sector". NPM reformers experimented with using decentralized service delivery models, to give local agencies more freedom in how they delivered programs or services. Patrick Dunleavy
Patrick John Dunleavy (born 21 June 1952), is Emeritus Professor of Political Science and Public Policy within the Government Department of the London School of Economics (LSE). He was also Co-Director of Democratic Audit and Chair of the LSE Public Policy Group. In addition Dunleavy is an ANZSOG Institute for Governance Centenary Chair at the University of Canberra, Australia. As an undergraduate Patrick Dunleavy studied Philosophy, Politics and Economics at Corpus Christi College, Oxford, graduating in 1973. Helen Margetts
Helen Zerlina Margetts (born 15 September 1961), is Professor of Internet and Society at the Oxford Internet Institute (OII), University of Oxford and from 2011 to 2018 was Director of the OII. She is currently Director of the Public Policy Programme at The Alan Turing Institute. She is a political scientist specialising in digital era governance and politics, and has published over a hundred books, journal articles and research reports in this field. Career Margetts obtained her first degree, a BSc in mathematics, from the University of Bristol. In her early career she was a computer programmer and systems analyst with Rank Xerox, after which she took up postgraduate study at the London School of Economics. In futurology, cyberocracy describes a hypothetical form of government that rules by the effective use of information. The exact nature of a cyberocracy is largely speculative as currently there have been no cyberocratic governments; however, a growing number of cyberocratic elements can be found in many developed nations.
