In many Canadian provinces, a Department of Intergovernmental Affairs or a Ministry of Intergovernmental Affairs is a cabinet-level agency charged with relations between the province and other provinces, the federal government and, in some cases, foreign governments. The federal government appoints a Minister of Intergovernmental Affairs, but this minister does not head an independent department, being instead a member of the Privy Council Office. The minister of Intergovernmental Affairs, Infrastructure and Communities (french: Ministre des Affaires intergouvernementales) is the Minister of the Crown in the Canadian Cabinet who is responsible for the federal government's relations with the governments of the provinces and territories of Canada. The Minister of Intergovernmental Affairs does not head a full-fledged department, but rather directs the Intergovernmental Affairs Secretariat within the Privy Council Office. The current Minister of Intergovernmental Affairs is Dominic LeBlanc. Since the post's establishment, all Ministers of Intergovernmental Affairs except Pierre Pettigrew, Prime Minister Justin Trudeau and Chrystia Freeland have concurrently served as President of the Queen's Privy Council for Canada. The Privy Council Office (french: Bureau du Conseil privé) is the central agency of the Government of Canada which acts as the secretariat to the Cabinet of Canada – a committee of the King's Privy Council for Canada – and provides non-partisan advice and support to the Canadian ministry, as well as leadership, coordination, and support to the departments and agencies of government. The clerk of the Privy Council, who leads the department, is the head of the civil service of Canada, and acts as the deputy minister to the prime minister, who is the minister responsible for the department. The Department of Intergovernmental Affairs is a part of the Government of New Brunswick, Canada. It is charged with the relations between New Brunswick and other provinces, the federal government, and for international relations such as its involvement in the Council of New England Governors and Eastern Canadian Premiers and La Francophonie. The department was established on June 21, 1999 when Premier Bernard Lord took office. On April 1, 2003, wanting to expand the province's involvement in foreign policy, the name was changed to the Department of Intergovernmental and International Relations. On February 14, 2006, it was returned to the name of Intergovernmental Affairs. The Minister of Local Government is a cabinet minister in the province of Manitoba, Canada. The position was created in 1999 as the Minister of Intergovernmental Affairs. The portfolio was designated as Intergovernmental Affairs and Trade from November 2003 to September 2006, when responsibility for trade was shifted to the new portfolio of Competitiveness, Training and Trade. Then, the portfolio went back to being called Intergovernmental Affairs. In November 2009, when Greg Selinger became Premier, the portfolio was renamed Local Government.
