Charles David Welch (born 1953) is an American diplomat who served as Assistant Secretary of State for Near Eastern Affairs in the United States Department of State from 2005 through 2008. On August 14, 2008, in Tripoli, Welch signed the U.S.-Libya Comprehensive Claims Settlement Agreement paving the way for the restoration of full diplomatic and commercial relations between the two countries after a 25-year break. Welch is currently the president of the Europe, Africa & Middle East division of Bechtel. David John Welch (born 2 June 1983, in Sydney) is an Australian professional baseball pitcher in the who is a free agent. Professional career Milwaukee Brewers In 2005, he was drafted by the Milwaukee Brewers in the 20th round of the 2005 Major League Baseball Draft. He played for the Rookie-League Helena Brewers. Welch is a pioneer in the field of optical devices and optical transport systems for telecommunications networks. Welch first made it possible to commercially deploy reliable 980 nm laser pumps, needed in low noise optical amplifiers employed in dense wavelength division multiplexing (DWDM) telecommunications systems. He also achieved the first commercial optoelectronics integrated circuit, several years ahead of any competing research or developments laboratory.
