David Babayan
David Klimi Babayan (, ''Davit' Klimi Babayan''; born 5 April 1973 in Stepanakert) is the Foreign Minister of the Republic of Artsakh. From 28 December 2013 he served as Head of the Central Information Department of the Artsakh Republic. He also served as the Deputy Chief of Staff in the office of the President of the Republic. On 26 May 2020, he was appointed as an adviser to the President on foreign relations. On 4 January 2021, Babayan was appointed the Minister of Foreign Relations taking over from Masis Mayilyan. He founded and currently leads the "Artsakh Conservative Party". Education He attended Yerevan Institute of National Economy (1989–1994) graduating with a diploma in economics. He attended the American University of Armenia (1994–1997) where he graduated as a Master of Arts. He also has a degree of Master of Arts from the Central European University, Budapest (1997–1998). Artsakh University
Artsakh State University is the oldest and largest university in the self-proclaimed Republic of Artsakh. Over the course of its 50-year history, Artsakh State University has produced over 20,000 graduates in 60 fields of study. Currently, the university prepares specialists in 31 areas. Instructional languages are Armenian and Russian. The university has established close ties with other educational institutions and universities in Armenia and other countries. History The university was established in 1969, in Stepanakert, the centre of the Nagorno-Karabakh Autonomous Oblast. At the time of its establishment, the university was called the Stepanakert Branch of Baku Pedagogical Institute named after Lenin and had only two Chairs: the Chair of Language and Literature and the Chair of Mathematics. Artsakh Conservative Party
The Artsakh Conservative Party () is an Armenian political party in Artsakh. History The Artsakh Conservative Party was established on 26 February 2019. Its founder and current party leader is David Babayan. On 5 February 2020, it was announced that Babayan would run for the presidency of Artsakh and that he would lead the party in the 2020 Artsakhian general election. Ideology The party maintains a centre-right political position and advocates for Artsakh’s sovereignty, maintaining a high level of security and strengthening democracy, social justice and environmental protection. Electoral record Following the 2020 election, the party gained just 2.87% of the votes after the first round of voting, failing to qualify for the second round. OSCE Minsk Group
The OSCE Minsk Group was created in 1992 by the Conference on Security and Cooperation in Europe (CSCE), now Organization for Security and Co-operation in Europe (OSCE), to encourage a peaceful, negotiated resolution to the conflict between Azerbaijan and Armenia over Nagorno-Karabakh. Masis Samveli Mayilyan ( Armenian:Մասիս Սամվելի Մայիլյան; born 14 September 1967) is an Artsakhi politician, diplomat and former presidential candidate. He is currently serving as ambassador-at-large of the Republic of Artsakh. From September 2017 until January 2021, he served as the Foreign Minister of Artsakh.
