The United States Department of Homeland Security (DHS) is the U.S. federal executive department responsible for public security, roughly comparable to the interior or home ministries of other countries. Its stated missions involve anti-terrorism, border security, immigration and customs, cyber security, and disaster prevention and management. It began operations in 2003, formed as a result of the Homeland Security Act of 2002, enacted in response to the September 11 attacks. With more than 240,000 employees, DHS is the third-largest Cabinet department, after the Departments of Defense and Veterans Affairs. Alejandro Nicholas Mayorkas (born November 24, 1959) is a Cuban-American government official and attorney who has been serving as the seventh United States Secretary of Homeland Security since February 2, 2021. During the Obama administration, he also served in the Department of Homeland Security, first as director of United States Citizenship and Immigration Services (2009–2013), and then as deputy secretary of DHS (2013–2016). Mayorkas was born in Havana, Cuba. Shortly after the Cuban Revolution, his family fled to Florida and later settled in California. The Federal Emergency Management Agency (FEMA) is an agency of the United States Department of Homeland Security (DHS), initially created under President Jimmy Carter by Presidential Reorganization Plan No. 3 of 1978 and implemented by two Executive Orders on April 1, 1979. The Homeland Security Act (HSA) of 2002, () was introduced in the aftermath of the September 11 attacks and subsequent mailings of anthrax spores. The HSA was cosponsored by 118 members of Congress.
