On 16 March 1949, the Australian prime minister, Ben Chifley, issued a Directive for the Establishment and Maintenance of a Security Service, appointing South Australian Supreme Court Justice Geoffrey Reed as the first Director-General of Security. The need for an Australian security service (to be modelled on the United Kingdom Security Service, MI5) became apparent with the United States administration of the day expressing disaffection with the state of security in Australia, particularly in counter-intelligence.Mann, Robert. Ben Chifley
Joseph Benedict Chifley (; 22 September 1885 – 13 June 1951) was an Australian politician who served as the 16th prime minister of Australia from 1945 to 1949. He held office as the leader of the Australian Labor Party (ALP) from 1945, following the death of John Curtin on 5 July, until his own death in 1951. Chifley was born in Bathurst, New South Wales, and joined the New South Wales Government Railways after leaving school, eventually qualifying as an engine driver. He was prominent in the trade union movement before entering politics, and was also a director of ''The National Advocate''. After several previous unsuccessful candidacies, Chifley was elected to parliament in the 1928 Australian federal election. In 1931, he was appointed Minister for Defence in the government of James Scullin. South Australian Supreme Court
The Supreme Court of South Australia is the superior court of the Australian state of South Australia. The Supreme Court is the highest South Australian court in the Australian court hierarchy. It has unlimited jurisdiction within the state in civil matters, and hears the most serious criminal matters. The Director-General of Security is the executive officer of the Australian Security Intelligence Organisation (ASIO), Australia's national security agency. The Australian Security Intelligence Organisation (ASIO ) is Australia's national security agency responsible for the protection of the country and its citizens from espionage, sabotage, acts of foreign interference, politically motivated violence, attacks on the Australian defence system, and terrorism. Charter Of The Australian Security Intelligence Organization
On July 6, 1950, Robert Menzies, Australian Prime Minister, issued a Directive titled the Charter of the Australian Security Intelligence Organization. The charter was an expanded and more specific form of the 1949 Directive for the Establishment and Maintenance of a Security Service issued by Ben Chifley. Brigadier Sir Charles Chambers Fowell Spry (26 June 1910 – 28 May 1994) was an Australian soldier and public servant. From 1950 to 1970 he was the second Director-General of Security, the head of the Australian Security Intelligence Organisation (ASIO). Early life Charles Spry was born on 26 June 1910 in Brisbane. He attended local state schools and then Brisbane Grammar School. At the age of 18, he enrolled in the Royal Military College, Duntroon, from which he graduated in 1931.
