Devolution
Devolution is the statutory delegation of powers from the central government of a sovereign state to govern at a subnational level, such as a regional or local level. It is a form of administrative decentralization. Devolved territories have the power to make legislation relevant to the area, thus granting them a higher level of autonomy. Devolution differs from federalism in that the devolved powers of the subnational authority may be temporary and are reversible, ultimately residing with the central government. Thus, the state remains ''de jure'' unitary. Legislation creating devolved parliaments or assemblies can be repealed or amended by central government in the same way as any statute. In federal systems, by contrast, sub-unit government is guaranteed in the constitution, so the powers of the sub-units cannot be withdrawn unilaterally by the central government (i.e. not through the process of constitutional amendment). ''Devolution'' is the fourth full-length studio album from American crossover thrash band, M.O.D. It was released in 1994 on Music For Nations and follows 1992's ''Rhythm of Fear''. Following the tradition of ever-changing line-ups, this album saw Milano swapping bass for guitar as well as vocal duties, with Dave Chavarri on drums being the only other member to appear on two consecutive albums. Tommy Klimchuck and Rob Moschetti took up the guitar and bass roles respectively. In 2004, Blackout Records re-issued the album with a different cover and enhanced CD content of a concert in France in 1993. Devolution is an American-based (and Brazil) industrial metal band, created by Mykill Mayhem. The first release from Devolution, entitled "Cerebrequiem", was in the genre of death metal and was released in 1996, featuring session musicians assembled from Mykill's previous band, Astaroth. Singer Larry Sapp (also a member of Brutality) performed vocals, and Tony Laureano (also a member of Malevolent Creation, Dimmu Borgir, and Angelcorpse Angelcorpse was a blackened death metal band formed after the demise of Pete Helmkamp's previous band, Order from Chaos. Electrosexual is a French electronic musician, composer, performer, record producer and music video director living in Berlin. Career Electrosexual's passion for early electronic engines and primitive sounds from analog synthesizers inspired his mingling rough bass with an uptempo rhythm. He is the electro-sex (sometimes called sex-tronica) precursor and pioneer in France. He is an advocate of LGBT rights. Electrosexual created his stage name in reference to surrealistic non "(human) sexuality", considering machines and synthesizers as genitors, following in the footsteps of David Cronenberg, H.R. Giger, Chris & Cosey and Add N to (X). Devo (, originally ) is an American rock band from Akron, Ohio, formed in 1973. Their classic line-up consisted of two sets of brothers, the Mothersbaughs (Mark and Bob) and the Casales (Gerald and Bob), along with Alan Myers. The band had a No. 14 ''Billboard'' chart hit in 1980 with the single " Whip It", the song that gave the band mainstream popularity. Devo's music and visual presentation (including stage shows and costumes) mingle kitsch science fiction themes, deadpan surrealist humor and mordantly satirical social commentary. The band's namesake, the tongue-in-cheek social theory of "de-evolution", was an integral concept in their early work, which was marked by experimental and dissonant art punk that merged rock music with electronics. De/Vision
De/Vision is a German synthpop musical group formed in 1988. The band started as a quartet consisting of Thomas Adam, Steffen Keth, Stefan Blender, and Markus Ganssert. Blender left the band in 1991 and Ganssert departed in 2000. The name De/Vision is a play on words. The majority of the band's lyrics are in English, but they have had some songs in German. In 2000, Keth started a side project as the vocalist with Green Court, called 'Green Court featuring De/Vision'. The band with remaining members Keth and Adam were then signed to Drakkar Records and Sony BMG in Europe, and Dancing Ferret Discs in North America. The band is currently signed to Metropolis Records in North America. Since 1994 the band has released a new studio album of original material roughly every 1.5 years, until their 2012 album ''Rockets and Swords''. Devolved is an Australian technical death metal band led by drummer and lyricist John Sankey, originally from the Gold Coast, Queensland, but now based in Los Angeles. The band has released four full-length albums and has toured extensively throughout Australia, Europe, the United Kingdom, the United States and Japan. History In 1998, drummer John Sankey decided to start a new extreme metal band based at the Gold Coast, Australia and began writing material with local guitarist Brett Noordin. They then added bassist and vocalist Joel Graham and lead guitarist Mark Walpole were recruited and the original Devolved line-up was complete. The ''Devolve'' EP is the 1990 debut release by New Zealand rock band Shihad and was co-produced by the group with Malcolm Welsford. The EP was originally released in 1990 on a limited run of 1000 vinyl copies, and re-released in the following year on CD. It reached the top 20 on the New Zealand albums chart. ''Devolve'' received critical acclaim and while being the band's first EP, they were one of the most talked about bands in New Zealand, and had already opened for such other metal acts, Faith No More and Anthrax. The line-up of Shihad (then typeset as Shihäd) included Hamish Laing on bass guitar, along with mainstays Jon Toogood on lead vocals and rhythm guitar, Phil Knight on lead guitar and Tom Larkin on drums. The EP is Laing's last recording for Shihad, he was replaced by Karl Kippenberger on bass guitar in 1991. Devolution (biology)
Devolution, de-evolution, or backward evolution (not to be confused with dysgenics) is the notion that species can revert to supposedly more primitive forms over time. The concept relates to the idea that evolution has a purpose (teleology) and is progressive (orthogenesis), for example that feet might be better than hooves or lungs than gills. However, evolutionary biology makes no such assumptions, and natural selection shapes adaptations with no foreknowledge of any kind. It is possible for small changes (such as in the frequency of a single gene) to be reversed by chance or selection, but this is no different from the normal course of evolution and as such de-evolution is not compatible with a proper understanding of evolution due to natural selection.
