The Deputy Prime Minister of Finland (, , ''Finland's Prime Minister's Substitute''), officially titled the Minister deputising for the Prime Minister, is a member of the Finnish Government who becomes the acting Prime Minister if the Prime Minister becomes unable to discharge their duties. The Deputy Prime Minister is appointed by the Government and traditionally comes from the second largest party of a coalition government. In recent years they have usually been the Minister of Finance as well. The prime minister of Finland ( fi, Suomen pääministeri; ) is the leader of the Finnish Government. The prime minister and their cabinet exercise executive authority in the state. The prime minister is formally ranked third in the protocol after the president of Finland and the speaker of the Parliament. Finland's first prime minister, Pehr Evind Svinhufvud (also later the 3rd president of the Finland), was appointed on 27 November 1917, just a few days before the country declared independence from Russia. Aarre Edvard Simonen (18 November 1913, Helsinki – 3 February 1977) was a Finnish lawyer and politician. He served as Minister of the Interior from 29 July 1948 to 16 March 1950, Deputy Minister of Transport and Communications from 24 March 1949 to 16 March 1950, Minister of Justice from 20 October to 6 November 1954, Minister of Trade and Industry from 20 October 1954 to 3 March 1956, Minister of Finance from 3 March 1956 to 26 May 1957, Deputy Prime Minister from 2 September to 31 October 1957 and again as Minister of Justice from 27 May 1966 to 13 May 1970. Onni Alfred Hiltunen (26 November 1895 – 8 June 1971) was a Finnish politician, minister in several cabinets and chairman of the Social Democratic Party. Hiltunen was born in Jyväskylä. He worked as railwayman and was later a shopkeeper. He worked at a social democratic paper in Varkaus 1931–1946. Reino Kuuskoski
Reino Iisakki Kuuskoski (18 January 1907 – 27 January 1965) was a Finnish jurist, born in Loimaa. Kuuskoski was a member of the Agrarian League. He performed ministerial duties in Finland on two occasions. His first ministerial appointment was between 17 November 1953 and 5 May 1954 as Minister of Justice as part of Finland's 37th Government. His second ministerial appointment was between 26 April and 29 August 1958 as Prime Minister of Finland's 43rd Government. Both governments were caretaker governments.
