David H. Shinn
David H. Shinn (born June 9, 1940) is an American diplomat and professor. He is an Adjunct Professor of International Affairs at The George Washington University's Elliott School of International Affairs. His diverse career in the foreign service of the United States has included ambassadorships to Ethiopia and Burkina Faso. Shinn is also a frequent commentator in the news media on political issues, and has provided consultancy to the U.S. government on Horn of Africa related matters as well as Sino-African relations. Education Shinn received his B.A. (1962), M.A. (1963), and Ph.D. (1980) from George Washington University. He also received a certificate in African Studies from Northwestern University and was diplomat-in-residence at University of California, Los Angeles and Southern University in Baton Rouge, Louisiana. The United States established diplomatic relations with Ethiopia in 1903 and commissioned its first ambassador to Ethiopia, Hoffman Philip, in 1908. Relations continued uninterrupted until 1980. In July 1980, the U.S. Ambassador to Ethiopia was recalled at the request of the Ethiopian Government, and the U.S. Embassy in Ethiopia and the Ethiopian Embassy in the United States were headed by chargés d’affaires. After the defeat of the Derg regime in 1991 and installation of a new government, the current ''chargé'' was commissioned as the new ambassador. The U.S. has had good relations with the Ethiopian government since that time. This is a list of ambassadors of the United States to Burkina Faso (formerly Republic of Upper Volta, Upper Volta). Until 1960 Upper Volta was a French possession as a part of French West Africa. In 1958 Upper Volta became an autonomous republic in the French Community ''(Communauté française)'', and achieved independence as the Republic of Upper Volta on August 5, 1960. The United States diplomatic recognition, recognized Upper Volta immediately and assigned its first envoy on the nation's independence day, August 5. The envoy, Donald R. Norland, had presented his credentials as ''Chargé d'Affaires ad interim'' on the previous day, August 4, to take effect on the day of independence.
