Dan A. Kimball
Dan Able Kimball (March 1, 1896 – July 30, 1970) was the 51st U.S. Secretary of the Navy. Biography Kimball was born in St. Louis, Missouri, on March 1, 1896. He was an Army Air Service pilot during the First World War and maintained an intense interest in aviation thereafter. Beginning in 1920, he was employed by the General Tire and Rubber Company, rising to Vice President of that firm in 1942. He subsequently was an executive of the rocket engine producer Aerojet Engineering Company, a division of General Tire. He was appointed Assistant Secretary of the Navy for Air in February 1949 and became Under Secretary of the Navy the following May. Kimball assumed the post of Secretary of the Navy in July 1951 and held that position until the end of the Truman Administration in January 1953. Irving Resnikoff
Irving Resnikoff, alias Charles J. Fox (1897–1988) was a Russian-born painter who emigrated to the United States. He is known for the many portraits of prominent politicians and business people that he painted under commission to the art dealer Leo Fox. Life Irving Resnikoff was born in Russia in 1897, and studied art at the Imperial Academy of Arts in Saint Petersburg. He trained as a Cubist painter. During the Russian Revolution of 1917 he fled from Russia. In 1923 he arrived in New York City. He was not able to make a living by selling his abstract paintings, and instead made portraits in the conventional style expected at that time. Leo Fox was the son of an artist who died in 1944. He became a well-connected art dealer in Miami and Long Island. In 1943 Fox proposed that Congress set up a government portrait commission. The Assistant Secretary of the Navy (AIR) was a civilian office of the United States Department of the Navy. The Assistant Secretary of the Navy (AIR) initially reported to the Assistant Secretary of the Navy and later to the Under Secretary of the Navy. With the emergence of naval aviation as a major new military technique, the Navy had increasingly large organizations to oversee it. From 1910, there was an Officer in Charge of Aviation, then a Director of Naval Aeronautics, then in 1916 a Director of Naval Aviation. In 1921, Congress replaced those positions with a distinct Bureau of Aeronautics.
