Dakota Territory's At-large Congressional District
Dakota Territory's at-large congressional district is an obsolete congressional district that encompassed the entire Dakota Territory prior to admission to the Union. The district elected a delegate to the United States Congress. From 1861 to 1889, Dakota Territory (which later became the states of North Dakota, South Dakota, and Montana, and parts of Idaho, Wyoming, and Nebraska) sent a single non-voting Delegate to the United States House of Representatives. Over time, parts of the Territory were divided into Idaho Territory, Wyoming Territory, and Nebraska Territory. Non-voting members of the United States House of Representatives (called either delegates or resident commissioner, in the case of Puerto Rico) are representatives of their territory in the House of Representatives, who do not have a right to vote on proposed legislation in the full House but nevertheless have floor privileges and are able to participate in certain other House functions. Non-voting members may vote in a House committee of which they are a member and introduce legislation. Yankton, South Dakota
Yankton is a city in and the county seat of Yankton County, South Dakota, United States. The population was 15,411 at the 2020 census, and it is the principal city of the Yankton Micropolitan Statistical Area, which includes the entirety of Yankton County and which had an estimated population of 23,297 as of July 1, 2021. As the first capital of Dakota Territory, it was named after the Yankton tribe of Western Dakota people; Yankton is derived from the Dakota word ''I-hank-ton-wan'' ("the end village"). Yankton is located on the Missouri River just downstream of the Gavins Point Dam and Lewis and Clark Lake, and just upstream of the confluence with the James River. The United States National Park Service's headquarters for the Missouri National Recreational River are located in the city. Moses Kimball Armstrong
Moses Kimball Armstrong (September 19, 1832 – January 11, 1906) was an American surveyor who served as a delegate from Dakota Territory to the United States House of Representatives. Life Armstrong was born in Milan, Erie County, Ohio. He attended the Huron Institute in Milan and Western Reserve College in Cleveland, Ohio, then moved to the Minnesota Territory in 1856. He was elected surveyor of Mower County, and was assigned to survey federal lands. When Minnesota was admitted to the Union, Armstrong moved to Yankton, Dakota Territory, then a small Native American village. He was a member of the first Territorial House of Representatives in 1861, was reelected in 1862 and 1863, and served as speaker in 1863. He became editor of the ''Dakota Union'' newspaper in 1864, and was appointed clerk of the territorial Supreme Court in 1865. Solomon Lewis Spink
Solomon Lewis Spink (March 20, 1831 – September 22, 1881) was an American lawyer who served as a delegate for the Dakota Territory in the United States House of Representatives. Solomon was born in Whitehall, Washington County, New York, and was admitted to the bar in 1856, beginning practicing in Burlington, Iowa. He moved to Paris, Illinois in 1860 and became the editor and publisher of the ''Prairie Beacon'' newspaper. Spink was a member of the Illinois state House of Representatives in 1864. In 1865 Spink was appointed as secretary of the Dakota Territory and moved to Yankton. He served as secretary until 1869. The Republican Party, also referred to as the GOP ("Grand Old Party"), is one of the two major contemporary political parties in the United States.
