Frances Cynthia Guiani-Sayadi is a Filipino politician who was mayor of Cotabato City from 2019 to 2022. Education Guiani-Sayadi is a lawyer by profession having obtained her law degree at the University of Mindanao in Davao City Career First term (2016–2019) In the 2016 local elections, Guiani-Sayadi was elected as vice mayor of Cotabato City. Her brother, Japal Guiani Jr., was re-elected as mayor for a third term but he died a few months later Guiani Jr. on September 22, 2016 due to cardiac arrest. His sister took over as mayor as per local government succession rules and took oath the following day. She would serve the remaining term of his brother. Cotabato City, officially the City of Cotabato ( Maguindanaon: ''Kuta nu Kutawatu'', Jawi: كوتا نو كوتاواتو; Iranun: ''Bandar a Kotawato'', بندر ا كوتاواتو; fil, Lungsod ng Cotabato), is a third class independent component city in the Bangsamoro Autonomous Region in Muslim Mindanao, Philippines. 2019 Bangsamoro Autonomy Plebiscite
The 2019 Bangsamoro autonomy plebiscite was a two-part plebiscite held in Mindanao, Philippines, that ratified the Bangsamoro Organic Law (BOL) and replaced the Autonomous Region in Muslim Mindanao (ARMM) with the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), as well as the scope of the said region. Under the organic law, the government would have to hold the plebiscite not more than 150 days from the signing of the BOL into law (July 26, 2018) but not earlier than 90 days from the law's signing. Bangsamoro Transition Period
The transition period of the now-defunct Autonomous Region in Muslim Mindanao (ARMM) into the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) began when the Bangsamoro Organic Law was ratified in a two-part plebiscite held in January and February 2019.
