County Cabinet (Norway)
The parliamentary system is a part of the Constitution of Norway (§ 15), regarding the national level of administration and how the political executive branch should be formed. From the 1980s it has been used on the subnational levels as well; on the local (in municipalities) as well as regional level (in county municipalities). Local level Locally, the parliamentary system is used in two municipalities consisting of large cities: Norway's largest city and capital Oslo and Norway's second largest city Bergen. In practice, it has meant the forming of a new institution, the city government ( no, et byråd). In line with the parliamentary principle, this derives from the city council, which is elected in a municipal election. Parliamentary System
A parliamentary system, or parliamentarian democracy, is a system of democratic governance of a state (or subordinate entity) where the executive derives its democratic legitimacy from its ability to command the support ("confidence") of the legislature, typically a parliament, to which it is accountable. In a parliamentary system, the head of state is usually a person distinct from the head of government. This is in contrast to a presidential system, where the head of state often is also the head of government and, most importantly, where the executive does not derive its democratic legitimacy from the legislature. Skien
Skien () is a city and municipality in Vestfold og Telemark county in Norway. In modern times it is regarded as part of the traditional region of Grenland, although historically it belonged to Grenmar/Skiensfjorden, while Grenland referred the Norsjø area and Bø. The administrative centre of the municipality is the city of Skien. Skien is also the capital of Vestfold og Telemark county. Skien is one of Norway's oldest cities, with an urban history dating back to the Middle Ages, and received privileges as a market town in 1358. Anne-Grete Strøm-Erichsen
Anne-Grete Hjelle Strøm-Erichsen (born 21 October 1949 in Bergen) is a Norwegian politician for the Labour Party. She served as Minister of Defence from 2005 to 2009 and again from 2012 to 2013. She also served as Minister of Health and Care Services from 2009 to 2012. In local politics, she served as the Mayor of Bergen from 1999 to 2000 and its first Chief Commissioner from 2000 to 2003. Raymond Johansen
Raymond Johansen (born 14 February 1961) is a Norwegian politician for the Labour Party who has been Governing Mayor of Oslo since 2015. A former member of the Socialist Left Party, Johansen previously served as the Oslo city commissioner for transport and environment from 1992 to 1995, when his party withdrew from the city cabinet. Stian Berger Røsland
Stian Berger Røsland (born 3 November 1976 in Oslo) is a Norwegian politician for the Conservative Party. He succeeded Erling Lae as Governing Mayor of Oslo in 2009. He served until 2015, when he was replaced by Labour politician Raymond Johansen after the Conservatives and allies narrowly lost the majority in Oslo city council in the 2015 local elections. He also served as commissioner of finance under Erling Lae from 2007 to 2009. Personal life and education Røsland is master of law from the University of Oslo. Erling Lae
Erling Lae (born 16 March 1947) is a Norwegian politician for the Conservative Party. He was born in Oslo, is a cand.philol. by education and formerly worked as a journalist. From 1981 to 1985 he was a political advisor in the Ministry of Consumer Affairs and Administration. He was elected to Oslo city council in 1991, and was a city commissioner between 1997 and 2000. From 2000 to 2009 he was the governing mayor of Oslo. As such he headed the executive branch of the city government in the capital city of Norway. Fritz Huitfeldt (4 September 1939 – 27 October 2022) was a Norwegian lawyer and politician for the Conservative Party. Huitfeldt held a cand.jur. degree. He worked in the Foundation for Student Life in Oslo from 1975 to 1987, and in Oslo Bolig- og Sparelag from 1992. He was elected to Oslo city council following the 1979 local elections, but was a deputy member from 1984.
