Corruption In Turkey
Corruption in Turkey is an issue affecting the accession of Turkey to the European Union. Transparency International's Corruption Perception Index scores 180 countries according to their perceived level of public sector corruption on a scale of 0 (very corrupt) to 100 (very honest). Since the current scale was introduced in 2012, Turkey's score has fallen from its highest score of 50 (2013) to its lowest, current score of 36 (2022). When the 180 countries in the Index were ranked by their score (with the country perceived to be most honest ranked 1), Turkey ranked 101 in 2022. The 1998 Türkbank scandal led to a no-confidence vote and the resignation of Prime Minister Mesut Yılmaz. Although Yılmaz was investigated by Parliament, a five-year statute of limitations prevented further action. The mass media in Turkey includes a wide variety of domestic and foreign periodicals expressing disparate views, and domestic newspapers are extremely competitive. However, media ownership is concentrated in the hands of a few large private media groups which are typically part of wider conglomerates controlled by wealthy individuals, which limits the views that are presented. In addition, the companies are willing to use their influence to support their owners' wider business interests, including by trying to maintain friendly relations with the government. The media exert a strong influence on public opinion. Censorship in Turkey is also an issue, and in the 2000s Turkey has seen many journalists arrested and writers prosecuted. OECD Anti-Bribery Convention
The OECD Anti-Bribery Convention (officially Convention on Combating Bribery of Foreign Public Officials in International Business Transactions) is an anti-corruption convention of the OECD that requires signatory countries to criminalize bribery of foreign public officials. The convention is a legally binding international agreement that focuses on the supply side of bribery by criminalizing acts of offering or giving bribes to foreign public officials by companies or individuals. Its goal is to create a level playing field in the international business environment. A 2017 study found that multinational corporations that were subject to the convention were less likely to engage in bribery than corporations that were based in non-member states. The International Anti-Corruption Academy (IACA) is an international intergovernmental organization based in Laxenburg, Austria that teaches government officials and professionals about anti-corruption measures. Membership to the organization is, without a mandatory membership fee, open to UN-member states and intergovernmental organizations. The Lost Trillion Case, also known as the Missing Trillion Case, ( tr, Kayıp Trilyon Davası) was an embezzlement scandal in Turkey involving the use of forged documents by the Welfare Party ( tr, Refah Partisi, RP) executives to prevent the return of Treasury grants in amount of around one trillion lira, i.e. one million in today's currency following the ban of the party in 1998. Turkey is negotiating its accession to the European Union (EU) as a member state, following its application to become a full member of the European Economic Community (EEC), the predecessor of the EU, on 14 April 1987.
