Corruption in Georgia had been an issue in the post-Soviet decades. Before the 2003 Rose Revolution, according to ''Foreign Policy'', Georgia was among the most corrupt nations in Eurasia. The level of corruption abated dramatically, however, after the revolution. In 2010, Transparency International (TI) said that Georgia was "the best corruption-buster in the world." Low-level corruption has been virtually eliminated in recent years. Transparency International's 2021 Corruption Perceptions Index ranks the country in 45th place out of 180 countries, on a scale where the lowest-ranked countries are perceived to have the most honest public sector. In January 2012, the World Bank called Georgia a "unique success" of the world in fighting corruption. Philippe Le Houérou said that "Georgia's experience shows that the vicious cycle of endemic corruption can be broken and, with appropriate and decisive reforms, can be turned into a virtuous cycle." The OECD Anti-Bribery Convention (officially Convention on Combating Bribery of Foreign Public Officials in International Business Transactions) is an anti-corruption convention of the OECD that requires signatory countries to criminalize bribery of foreign public officials. The convention is a legally binding international agreement that focuses on the supply side of bribery by criminalizing acts of offering or giving bribes to foreign public officials by companies or individuals.
