Constitution
A constitution is the aggregate of fundamental principles or established precedents that constitute the legal basis of a polity, organisation or other type of Legal entity, entity and commonly determine how that entity is to be governed. When these principles are written down into a single document or set of legal documents, those documents may be said to embody a ''written constitution''; if they are encompassed in a single comprehensive document, it is said to embody a ''codified constitution''. The Constitution of the United Kingdom is a notable example of an ''uncodified constitution''; it is instead written in numerous fundamental Acts of a legislature, court cases or treaties. Constitutions concern different levels of organizations, from Sovereign state, sovereign countries to Company, companies and unincorporated Club (organization), associations. A treaty which establishes an international organization is also its constitution, in that it would define how that organiza ...

The National Assembly of the Socialist Republic of Vietnam ( vi, Quốc hội nước Cộng hoà xã hội chủ nghĩa Việt Nam) is the national legislature of the Socialist Republic of Vietnam. The Constitution of Vietnam recognizes the assembly as "the highest organ of state power." The National Assembly, a 500-delegate unicameral body elected to a five-year term, meets in the session twice a year. The assembly appoints the president (head of state), the prime minister (head of government), the chief justice of the Supreme People's Court of Vietnam, the head of the Supreme People's Procuracy of Vietnam (or 'Supreme People's Office of Supervision and Inspection'), and the 21-member Government. Democratic Republic Of Vietnam
North Vietnam, officially the Democratic Republic of Vietnam (DRV; vi, Việt Nam Dân chủ Cộng hòa), was a socialist state supported by the Soviet Union (USSR) and the People's Republic of China (PRC) in Southeast Asia that existed from 1945 to 1976 and was recognized in 1954. Both the North Vietnamese and South Vietnamese states ceased to exist when they unified as the Socialist Republic of Vietnam. During the August Revolution following World War II, Vietnamese communist revolutionary Hồ Chí Minh, leader of the Việt Minh Front, declared independence on 2 September 1945, announcing the creation of the Democratic Republic of Vietnam. The Việt Minh ("League for the Independence of Vietnam"), led by communists, was created in 1941 and designed to appeal to a wider population than the Indochinese Communist Party could command. South Vietnam, officially the Republic of Vietnam ( vi, Việt Nam Cộng hòa), was a state in Southeast Asia that existed from 1955 to 1975, the period when the southern portion of Vietnam was a member of the Western Bloc during part of the Cold War after the 1954 division of Vietnam. It first received international recognition in 1949 as the State of Vietnam within the French Union, with its capital at Saigon (renamed to Ho Chi Minh City in 1976), before becoming a republic in 1955. South Vietnam was bordered by North Vietnam to the north, Laos to the northwest, Cambodia to the southwest, and Thailand across the Gulf of Thailand to the southwest. Semi-presidential System
A semi-presidential republic, is a republic in which a president exists alongside a prime minister and a cabinet, with the latter two being responsible to the legislature of the state. It differs from a parliamentary republic in that it has a popularly elected head of state and from the presidential system in that the cabinet, although named by the president, is responsible to the legislature, which may force the cabinet to resign through a motion of no confidence. While the Weimar Republic (1919–1933) and Finland (from 1919 to 2000) exemplified early semi-presidential systems, the term "semi-presidential" was first introduced in 1959 in an article by journalist Hubert Beuve-Méry, and popularized by a 1978 work written by political scientist Maurice Duverger, both of whom intended to describe the French Fifth Republic (established in 1958). Definition Maurice Duverger's original definition of semi-presidentialism stated that the president had to be elected, possess signi ...

Đổi Mới
(, ; ) is the name given to the economic reforms initiated in Vietnam in 1986 with the goal of creating a "socialist-oriented market economy". The term itself is a general term with wide use in the Vietnamese language meaning "innovate" or "renovate". However, the Đổi Mới Policy () refers specifically to these reforms that sought to transition Vietnam from a command economy to a socialist-oriented market economy. The Đổi Mới economic reforms were initiated by the Communist Party of Vietnam in 1986 during the party's 6th National Congress. These reforms introduced a greater role for market forces for the coordination of economic activity between enterprises and government agencies and allowed for private ownership of small enterprises and the creation of a stock exchange for both state and non-state enterprises. Background After reunification in 1975, the economy of Vietnam was plagued by enormous difficulties in production, imbalances in supply and demand, ineff ...
