The Congressional Hispanic Caucus Institute (CHCI) is a Hispanic nonprofit and nonpartisan 501(c)(3) leadership development organization established in 1978 by organizing members of the Congressional Hispanic Caucus (CHC) and is headquartered in Washington D.C. For over 40 years, CHCI has served as a principal resource, curating lasting connections between promising Latino/a/Latinx leaders with corporations, government agencies, nonprofits, and various organizations. Robert Garcia (January 9, 1933 – January 25, 2017) was a United States representative who represented New York's 21st district (South Bronx). Eligio "Kika" de la Garza II (September 22, 1927March 13, 2017) was an American politician who served as the Democratic representative for the 15th congressional district of Texas from January 3, 1965, to January 3, 1997. Biography De la Garza was born on September 22, 1927 and grew up in Mission in Hidalgo County. At the age of seventeen, he entered the United States Navy and served for two years. De la Garza chose to continue his education at Edinburg Junior College and the United States Army Artillery School at Fort Sill in Oklahoma. For two years beginning in 1952, he was a lieutenant in the Army serving in the 37th Field Artillery Regiment and deployed in the Korean War. Baltasar Corrada del Río (April 10, 1935 – March 11, 2018) was a Puerto Rican politician.
