Confessional Community
A confessional community is a group of people with similar religious beliefs. In the Ottoman Empire, this allowed people to be grouped by religious confession as opposed to nationality or ethnicity, which was more consistent with the existing social structure. People were able to represent themselves more effectively as a group than as individuals. With the rise of nationalism under the Ottoman Empire and after the Ottoman Tanzimat (1839–76) reforms, the term ''Millet'' was used for legally protected ethno-religious minority groups, similar to the way other countries used the word nation.''State and Nation in Multi-Ethnic Societies: The Breakup of multinational states''

Rise Of Nationalism Under The Ottoman Empire
The rise of the Western notion of nationalism in the Ottoman Empire eventually caused the breakdown of the Ottoman ''millet'' concept. An understanding of the concept of nationhood prevalent in the Ottoman Empire, which was different from the current concept of nationhood as it was centered on religion, was a key factor in the decline of the Ottoman Empire. Tanzimat
The Tanzimat (; ota, تنظيمات, translit=Tanzimāt, lit=Reorganization, ''see'' nizām) was a period of reform in the Ottoman Empire that began with the Gülhane Hatt-ı Şerif in 1839 and ended with the First Constitutional Era in 1876. The Tanzimat era began with the purpose, not of radical transformation, but of modernization, desiring to consolidate the social and political foundations of the Ottoman Empire. It was characterised by various attempts to modernise the Ottoman Empire and to secure its territorial integrity against internal nationalist movements and external aggressive powers. The reforms encouraged Ottomanism among the diverse ethnic groups of the Empire and attempted to stem the tide of the rise of nationalism in the Ottoman Empire. Lebanese Constitution
The Constitution of Lebanon was adopted on 23 May 1926. Article 11, on the Official National Language, declares that "Arabic is the official national language. A law determines the cases in which the French language may be used." The most recent amendment of the Constitution was for the Charter of Lebanese National Reconciliation (Ta'if Accord), in October, 1989. In an attempt to maintain equality between Christians and Muslims, Article 24 of the constitution mandates the distribution of offices on the basis of Confessionalism as an interim measure, but does not specify how they are to be allocated. Confessionalism (politics)
Confessionalism is a system of government that is a ''de jure'' mix of religion and politics. It typically entails distributing political and institutional power proportionally among confessional communities. Debate Proponents of confessionalism cite it as an effective way to secure the peaceful co-existence of diverse religious and ethnic communities by empowering each according to its "weight" in the region. However, critics point out that such a system may actually deepen conflict between ethnic groups. They argue that whichever group holds the most political power may use government to favour itself at the expense of other groups, or even to oppress rival groups. Also, as demographics change, the positions and power held by a particular group may no longer appropriately reflect the size of that group. Millet (Ottoman Empire)
In the Ottoman Empire, a millet (; ar, مِلَّة) was an independent court of law pertaining to "personal law" under which a confessional community (a group abiding by the laws of Muslim Sharia, Christian Canon law, or Jewish Halakha) was allowed to rule itself under its own laws. Despite frequently being referred to as a "system", before the nineteenth century the organization of what are now retrospectively called millets in the Ottoman Empire was not at all systematic. Rather, non-Muslims were simply given a significant degree of autonomy within their own community, without an overarching structure for the 'millet' as a whole. A waqf ( ar, وَقْف; ), also known as hubous () or ''mortmain'' property is an inalienable charitable endowment under Islamic law. It typically involves donating a building, plot of land or other assets for Muslim religious or charitable purposes with no intention of reclaiming the assets. A charitable trust may hold the donated assets. The person making such dedication is known as a ''waqif'' (a donor). In Ottoman Turkish law, and later under the British Mandate of Palestine, a ''waqf'' was defined as usufruct state land (or property) from which the state revenues are assured to pious foundations. Starting in the 19th century the Ottoman Empire's governing structure slowly transitioned and standardized itself into a Western style system of government, sometimes known as the Imperial Government.
