Comptroller General Of Chile
The Comptroller General of Chile (General Accounting Office) is a constitutionally autonomous body of the Government of Chile based on chapter 10 of the Constitution of Chile and it is in charge of the control of the legal aspects, management, preaudit and postaudit functions of all the activities of the centralized and decentralized civil service, whatever its forms of organization may be, as well as of other powers granted by law. History The Office of Comptroller General of the Republic (Oficina de la Contraloría General de la República) was designed partially following the recommendations of a Mission of US economic advisers led by Edwin Walter Kemmerer. The office was finally established during the administration of Carlos Ibáñez in 1927. The first head of the office was the lawyer Pablo Ramírez who simultaneously served as Minister of Finance. The Political Constitution of the Republic of Chile of 1980 () is the fundamental law in force in Chile. It was approved and promulgated under the military dictatorship headed by Augusto Pinochet, being ratified by the Chilean citizenry through a referendum on September 11, 1980, although being held under restrictions and without electoral registers. The constitutional text took effect, in a transitory regime, on March 11, 1981, and then entered into full force on March 11, 1990, with the return to electoral democracy. Edwin Walter Kemmerer
Edwin Walter Kemmerer (June 29, 1875 – December 16, 1945) was an American economist, who became famous as an economic adviser to foreign governments in many countries (Philippines, Mexico, Guatemala, Colombia, Germany, Chile, South Africa, Poland, Ecuador, Bolivia, China, Peru, and Turkey), promoting plans based on strong currencies, the gold standard, central banks, central bank independence, and balanced budgets. He helped design the U.S. Federal Reserve System in 1911, edited the ''American Economic Bulletin'' and the ''American Economic Review'', and became president of the American Economic Association in 1926. He graduated with honors and a Phi Beta Kappa key from Wesleyan University, and earned his Ph.D. from Cornell University, where he taught (1906-1912). The legal system of Chile belongs to the Continental Law tradition. The basis for its public law is the 1980 Constitution, reformed in 1989 and 2005. According to it Chile is a ''democratic republic''. There is a clear separation of functions, between the President of the Republic, the Congress, the judiciary and a Constitutional Court.
