Functional Constituency (Hong Kong)
In the political systems of Hong Kong, a functional constituency is a professional or special interest group involved in the electoral process. Eligible voters in a functional constituency may include natural persons as well as other designated legal entities such as organisations and corporations. (See: legal personality) History The concept of functional constituencies (FC) in Hong Kong was first developed in the release of "Green Paper: A Pattern of District Administration in Hong Kong" on 18 July 1984 when indirect elections were introduced to the Legislative Council for the first time. Brian Kan Ping-chee
Brian Kan Ping-chee (; 24 November 1937 – 12 February 2022) was a five-time champion horse trainer and politician in Hong Kong. Horse training career An émigré to the United Kingdom in 1952 who worked in a Chinese restaurant near Epsom Downs Racecourse, Kan found a job as a groom in a horse stable through jockey Teith Tugan and obtained a diploma in horse management. Kan returned to Hong Kong in 1969 and joined the Royal Hong Kong Jockey Club (as it was then known) as an assistant trainer. He was granted a trainer's licence in the 1978–79 season and had since trained a Hong Kong record of over 830 winners and the winners of 100 cup races until his retirement in 2005. He was five-time champion of 1986–87‚ 1987–88‚ 1988–89‚ 1989–90‚ 2000–01 and his best season was 63 winners in 1989–90. He won the very first Hong Kong Cup in 1987–88 with Flying Dancer. 1995 Hong Kong Legislative Election
The 1995 Hong Kong Legislative Council election for members of the Legislative Council of Hong Kong (LegCo) was held on 17 September 1995. It was the first, and only, fully elected legislative election in the colonial period before transferring Hong Kong's sovereignty to China two years later. The elections returned 20 members from directly elected geographical constituencies, 30 members from indirectly elected functional constituencies, and 10 members from elections committee constituency who were elected by all District Board members. In consequence of Governor Chris Patten's constitutional reforms, which were strongly opposed by the Beijing government, the nine newly created functional constituencies enfranchised around 2.7 million new voters. Chris Patten
Christopher Francis Patten, Baron Patten of Barnes, (; born 12 May 1944) is a British politician who was the 28th and last Governor of Hong Kong from 1992 to 1997 and Chairman of the Conservative Party from 1990 to 1992. He was made a life peer in 2005 and has been Chancellor of the University of Oxford since 2003. Raised in west London, Patten studied history at Balliol College, Oxford. Shortly after graduating in 1965, he began working for the Conservative Party. Patten was elected Member of Parliament for Bath in 1979. He was appointed Secretary of State for the Environment by Margaret Thatcher in 1989 as part of her third ministry, becoming responsible for implementation of the unpopular poll tax. On John Major's succession as Prime Minister in 1990, Patten became Chairman of the Conservative Party and Chancellor of the Duchy of Lancaster.
