Communities First
Communities First was a Welsh Government programme aimed at reducing poverty. The programme was community focused and supported the most disadvantaged people in the most deprived areas of Wales with the aim of contributing to alleviating persistent poverty. History The original Communities First Programme was launched in 2001 as the flagship Welsh Government Programme to tackle poverty in the most disadvantaged areas in Wales. In its first decade the programme was delivered principally through over 150 local partnerships. These were concentrated mainly in the cities, valleys and coastal towns, with at least one in each of the 22 unitary authorities of Wales. Following consultation in 2011, the then Minister for Local Government and Communities, Carl Sargeant, announced that from April 2012 the Communities First Programme would become a Community Focussed Tackling Poverty Programme. Poverty In The United Kingdom
Poverty in the United Kingdom refers to the portion of the population of the United Kingdom that are considered to be in poverty under some measures of poverty. Data based on incomes published in 2016 by the Department for Work and Pensions (DWP) show that, after housing costs have been taken into consideration, the number of people living in the UK in relative poverty to be 13.44m (21% of the population). In 2015, a report by Institute for Fiscal Studies reported that 21.6% of Britons were in relative poverty. The report showed that there had been a fall in poverty in the first few years of the 21st century, but the rate of poverty remained broadly flat in the decade after 2004/5. Local Government In Wales
Since 1 April 1996, Wales has been divided into 22 unitary authority, single-tier principal areas ( cy, Awdurdodau unedol), styled as counties or county boroughs ( or ) for local government purposes. The elected councils of these areas are responsible for the provision of all local government services, including education, social work, environmental protection, and most highways. Carl Sargeant
Carl Sargeant (1968 – 7 November 2017) was a Welsh politician who was the Cabinet Secretary for Communities and Children in the Welsh Government. He represented the constituency of Alyn and Deeside in the National Assembly for Wales from 2003. Sargeant was removed from his Cabinet position and suspended from Welsh Labour on 3 November 2017 following allegations about his behaviour. He died four days later, reportedly taking his own life. On 11 July 2019, an inquest ruled his death a suicide. Background Sargeant was born in St Asaph, Flintshire, to Sylvia (née Hughes) and Malcolm Sargeant. Before becoming an Assembly Member, Sargeant worked as a process operator at the Warwick International Limited chemical manufacturing plant in Mostyn. He was also a quality and environmental auditor and a member of the site's Emergency Response Team. Wales Council For Voluntary Action
Wales Council for Voluntary Action (WCVA) (Welsh: ''Cyngor Gweithredu Gwirfoddol Cymru'') is the national membership organisation for the third sector and volunteering in Wales. Its aim is to work towards 'A future where the third sector and volunteering thrive across Wales, improving wellbeing for all'. WCVA provides services and support to charities, community groups, voluntary organisations, social enterprises and volunteers. WCVA’s membership consists of over 2,500 third sector organisations. It also has partners from the private and statutory sectors who support its work. In Wales, there is also a county level infrastructure body.
