The Government Secretariat (; known as 布政司署 before 1997) is collectively formed by the Offices of the Chief Secretary and the Financial Secretary and thirteen policy bureaux. The offices are officially known as "''Government Secretariat: Offices of the Chief Secretary for Administration and the Financial Secretary''", and the bureaux are officially known as "'' Bureau, Government Secretariat''" or "''Government Secretariat: Bureau''". History The structure of the Government Secretariat has undergone periodic changes. The McKinsey Report Governor Sir Murray MacLehose commissioned McKinsey & Company to conduct a study on the structure of the Hong Kong Government. Constitutional And Mainland Affairs Bureau
The Constitutional and Mainland Affairs Bureau is a ministerial-level policy bureaux of the Government of Hong Kong responsible for the implementation of the Basic Law, including electoral matters and promotion of equal opportunities and privacy protection. Leung Chun-ying (; born 12 August 1954), also known as CY Leung, is a Hong Kong politician and chartered surveyor, who has served as vice-chairman of the National Committee of the Chinese People's Political Consultative Conference since March 2017. He was previously the third Chief Executive of Hong Kong between 2012 and 2017. A surveyor by profession, Leung entered politics when he joined the Hong Kong Basic Law Consultative Committee (HKBLCC) in 1985 and became its secretary-general in 1988. Sir Donald Tsang Yam-kuen (; born 7 October 1944) is a former Hong Kong civil servant who served as the second Chief Executive of Hong Kong from 2005 to 2012. Tsang joined the colonial civil service as an Executive Officer in 1967, occupying various positions in local administration, finance and trade before he was appointed Financial Secretary of Hong Kong in 1995, becoming the first ethnic Chinese to hold the position under British administration. He continued to serve in the Hong Kong SAR government after 1997 and gained his reputation internationally for his intervention in Hong Kong's stock market in defending the Hong Kong dollar's peg to the US dollar during the 1997 financial crisis.
