Colombian Peace Process
The Colombian peace process is the peace process between the Colombian government of President Juan Manuel Santos and the Revolutionary Armed Forces of Colombia (FARC–EP) to bring an end to the Colombian conflict, which eventually led to the ''Peace Agreements between the Colombian Government of Juan Manuel Santos and FARC-EP''. Negotiations began in September 2012, and mainly took place in Havana, Cuba. Negotiators announced a final agreement to end the conflict and build a lasting peace on August 24, 2016. However, a referendum to ratify the deal on October 2, 2016 was unsuccessful after 50.2% of voters voted against the agreement with 49.8% voting in favor. Afterward, the Colombian government and the FARC signed a revised peace deal on November 24 and sent it to Congress for ratification instead of conducting a second referendum. A peace process is the set of political sociology, sociopolitical negotiations, agreements and actions that aim to solve a specific armed conflict. Definitions Prior to an armed conflict occurring, peace processes can include the prevention of an intra-state or inter-state dispute from escalating into military conflict. The United Nations Department of Peace Operations (UNDPO) terms the prevention of disputes from escalating into armed conflicts as ''conflict prevention''. The FARC-Government peace process (1999–2002) ( es, Proceso de Paz entre las FARC y el gobierno Pastrana), from January 7, 1999, to February 20, 2002, was a failed peace process between the Government of President Andrés Pastrana Arango and the Revolutionary Armed Forces of Colombia (FARC) guerrilla group in an effort to bring to an end the ongoing Colombian armed conflict. Prelude The FARC began their rebel activities in the early 1960s during the National Front years in which bipartisan hegemony controlled and held political power. "False Positives" Scandal
The "false positives" scandal ( es, Escándalo de los falsos positivos) was a series of murders in Colombia, part of the armed conflict in that country between the government and guerrilla forces of the FARC and the ELN. Members of the military had poor or mentally impaired civilians lured to remote parts of the country with offers of work, killed them, and presented them to authorities as guerrilleros killed in battle, in an effort to inflate body counts and receive promotions or other benefits. While Colombian investigative agencies find cases as early as 1988 the peak of the phenomenon took place between 2006 and 2009, during the presidency of Álvaro Uribe Vélez. Demobilization or demobilisation (see spelling differences) is the process of standing down a nation's armed forces from combat-ready status. This may be as a result of victory in war, or because a crisis has been peacefully resolved and military force will not be necessary. The opposite of demobilization is mobilization. Forceful demobilization of a defeated enemy is called demilitarization. The United Nations defined demobilization as "a multifaceted process that officially certifies an individual's change of status from being a member of a military grouping of some kind to being a civilian". Álvaro Uribe Vélez (born 4 July 1952) is a Colombian politician who served as the 31st President of Colombia from 7 August 2002 to 7 August 2010.
