The Bolivarian Republic of Venezuela is a federation made up of twenty-three states ('' es, estados''), a Capital District ('' es, Distrito Capital'') and the Federal Dependencies ('' es, Dependencias Federales''), which consist of many islands and islets in the Caribbean Sea. Venezuela also claims the Guayana Esequiba territory which comprises six districts in the independent nation of Guyana. A planned community, planned city, planned town, or planned settlement is any community that was carefully planned from its inception and is typically constructed on previously undeveloped land. This contrasts with settlements that evolve in a more ''ad hoc'' and organic fashion. Caracas
Caracas (, ), officially Santiago de León de Caracas, abbreviated as CCS, is the capital and largest city of Venezuela, and the center of the Metropolitan Region of Caracas (or Greater Caracas). Caracas is located along the Guaire River in the northern part of the country, within the Caracas Valley of the Venezuelan coastal mountain range (Cordillera de la Costa). Hugo Rafael Chávez Frías (; 28 July 1954 – 5 March 2013) was a Venezuelan politician who was president of Venezuela from 1999 until his death in 2013, except for a brief period in 2002. Chávez was also leader of the Fifth Republic Movement political party from its foundation in 1997 until 2007, when it merged with several other parties to form the United Socialist Party of Venezuela (PSUV), which he led until 2012. The Kalina, also known as the Caribs or mainland Caribs and by several other names, are an indigenous people native to the northern coastal areas of South America. Today, the Kalina live largely in villages on the rivers and coasts of Venezuela, Guyana, Suriname, French Guiana, and Brazil. They speak a Cariban language known as Carib.
