Citizens' Income (Italy)
The citizens' income () is a social welfare system created in Italy in January 2019. Although its name recalls one of a universal basic income, this provision is actually a form of conditional and non-individual guaranteed minimum income. The citizens' income was proposed by the Five Star Movement (M5S) and was approved under the Conte I Cabinet. According to research from Italy's National Institute of Statistics, there are "one million fewer poor people thanks to the citizen' income" and was useful in reducing excess poverty especially during the COVID-19 pandemic in Italy and the subsequent COVID-19 recession. Poverty in Italy remains high, as 56% of the poor do not receive the allowance because they have not resided in Italy for at least 10 years, do not turn to the Centre of Fiscal Assistance and patronages, or already have savings. Welfare
Welfare, or commonly social welfare, is a type of government support intended to ensure that members of a society can meet basic human needs such as food and shelter. Social security may either be synonymous with welfare, or refer specifically to social insurance programs which provide support only to those who have previously contributed (e.g. most pension systems), as opposed to ''social assistance'' programs which provide support on the basis of need alone (e.g. most disability benefits). The International Labour Organization defines social security as covering support for those in old age, support for the maintenance of children, medical treatment, parental and sick leave, unemployment and disability benefits, and support for sufferers of occupational injury. Italian Welfare State
The Italian welfare state is based partly upon the corporatist-conservative model (as described by Gøsta Esping-Andersen, one of the world's foremost sociologists working on the analysis of welfare states) and partly upon the universal welfare model. Main features Health care In 1978, a health reform introduced the National Health Service (''Servizio Sanitario Nazionale'' – SSN), a term inspired by the National Health Services in the United Kingdom. The SSN is a public and universalistic system aimed at guaranteed healthcare for all citizens. It was planned to be an entitlement and was not means-tested. The centre-left coalition ( it, coalizione di centro-sinistra) is an alliance of political parties in Italy active, under several forms and names, since 1995 when The Olive Tree was formed under the leadership of Romano Prodi. ''la Repubblica'' (; the Republic) is an Italian daily general-interest newspaper. It was founded in 1976 in Rome by Gruppo Editoriale L'Espresso (now known as GEDI Gruppo Editoriale) and led by Eugenio Scalfari, Carlo Caracciolo and Arnoldo Mondadori Editore. The centre-right coalition ( it, coalizione di centro-destra) is an alliance of political parties in Italy, active—under several forms and names—since 1994, when Silvio Berlusconi entered politics and formed his Forza Italia party. Despite its name, the alliance mostly falls on the right-wing of the political spectrum. In the 1994 general election, under the leadership of Berlusconi, the centre-right ran with two coalitions, the Pole of Freedoms in northern Italy and Tuscany (mainly Forza Italia and the Northern League) and the Pole of Good Government (mainly Forza Italia and National Alliance) in central and southern Italy. 2022 Italian General Election
The 2022 Italian general election was a snap election held in Italy on 25 September 2022. The COVID-19 recession, also referred to as the Great Lockdown, is a global recession, global economic recession caused by the COVID-19 pandemic.
