Chukotka Constituency
The Chukotka constituency (No. 224) is a Russian legislative constituency in the Chukotka Autonomous Okrug. The constituency is the only one in Chukotka, and occupies the whole of its territory. It is also the smallest single-member constituency of the State Duma by population. Population of Chukotka constituency is about 50,000. Yelena Yevtyukhova
Yelena Aleksandrovna Yevtyukhova (russian: link=no, Елена Александровна Евтюхова; born 7 August 1970) is a Russian politician and Member of the State Duma from Chukotka Autonomous Okrug. Biography Yelena Yevtyukhova was born on 7 August 1970 in Ust-Belaya village, 213 km southwest of Anadyr. In 1987–1990 Yevtyukhova studied in Anadyr Pedagogical College of Indigenous People of the North. She graduated with a degree of "primary school teacher". In 2013 Yevtyukhova graduated Moscow State University of Economics, Statistics, and Informatics with a speciality in law. For 25 years Yelena Yevtykhova worked in Chaunsky District. She started working as a teacher but later continued her career in public sector as main advisor at the regional Department of Indigenous People Affairs. Valentina Rudchenko
Valentina Vasilyevna Rudchenko (russian: Валентина Васильевна Рудченко) (born 26 April 1955) is a Russian politician and current Speaker of the Duma of Chukotka Autonomous Okrug. She is a former Member of the State Duma from Chukotka AO (2016-2021). Early life Valentina Rudchenko was born on 26 April 1955 in Kharik village, near Zima, in central Irkutsk Oblast. In 1976 Rudchenko graduated Pedagogical Institute of Irkutsk State University as teacher of Russian and literature. After graduation she was assigned to Lorino village in Chukotka as teacher of Russian. Rudchenko was promoted to Department of People's Education of Chukotsky District in 1983, where she worked as guidance counsellor and, later, as head of the guidance cabinet. 2011 Russian Legislative Election
Legislative elections were held in Russia on 4 December 2011. At stake were the 450 seats in the 6th State Duma, the lower house of the Federal Assembly (the legislature). United Russia won the elections with 49.32% of the vote, taking 238 seats or 52.88% of the Duma seats. This result was down from 64.30% of the vote and 70% of the seats in the 2007 elections. The Communist Party of the Russian Federation received 19.19% of the vote and 92 seats, while A Just Russia received 13.24% and 64 seats, with the Liberal Democratic Party of Russia getting 56 seats with 11.67% of the vote. Yabloko, Patriots of Russia and Right Cause did not cross the 7% election threshold. The list of parties represented in the parliament did not change. Proportional Representation
Proportional representation (PR) refers to a type of electoral system under which subgroups of an electorate are reflected proportionately in the elected body. The concept applies mainly to geographical (e.g. states, regions) and political divisions (political parties) of the electorate. The essence of such systems is that all votes cast - or almost all votes cast - contribute to the result and are actually used to help elect someone—not just a plurality, or a bare majority—and that the system produces mixed, balanced representation reflecting how votes are cast. 2007 Russian Legislative Election
Legislative elections were held in Russia on 2 December 2007. At stake were the 450 seats in the 5th State Duma, the lower house of the Federal Assembly (the legislature). Eleven parties were included in the ballot, including Russia's largest party, United Russia, which was supported by President of Russia Vladimir Putin. Official results showed that United Russia won 64.3% of the votes, the Communist Party of the Russian Federation 11.6%, the Liberal Democratic Party of Russia 8.1%, and Fair Russia won 7.7%, and none of the other parties won enough votes to gain any seats. Although 400 foreign election monitors were present at the polling stations, the elections received mixed criticism internationally, largely from Western countries, and by some independent media and some opposition parties domestically. Vladimir Mikhailovich Yetylin (russian: Владимир Михайлович Етылин; sometimes referred as Vladimir Yetylen) (born 15 October 1944) is a Soviet and Russian politician and former Member of the State Duma from Chukotka Autonomous Okrug (2001-2003).
