Christchurch Mosque Shootings
On 15 March 2019, two consecutive mass shootings occurred in a terrorist attack on two mosques in Christchurch, New Zealand. The attacks, carried out by a lone gunman who entered both mosques during Friday prayer, began at the Al Noor Mosque in the suburb of Riccarton at 1:40 pm and continued at the Linwood Islamic Centre at 1:52 pm. 51 people were killed and 40 were injured. The gunman, 28-year-old Brenton Harrison Tarrant from Grafton, New South Wales, Australia, was arrested after his vehicle was rammed by a police unit as he was driving to a third mosque in Ashburton. He was described in media reports as a white supremacist. He had live-streamed the first shooting on Facebook, and prior to the attack, had published an online manifesto; both the video and manifesto were subsequently banned in New Zealand and Australia. Mass Shooting
There is a lack of consensus on how to define a mass shooting. Most terms define a minimum of three or four victims of gun violence (not including the shooter or in an inner city) in a short period of time, although an Australian study from 2006 required a minimum of five; and added a requirement that the victims actually died as opposed to being shot and injured but not necessarily killed. In the United States, the ''Investigative Assistance for Violent Crimes Act of 2012'' defines mass killings as three or more killings in a single incident, however the Act does not define mass shootings. Terrorism Suppression Act 2002
The Terrorism Suppression Act 2002 is New Zealand counter-terrorism legislation passed under the Clark-led Labour government. Enacted following the September 11 attacks in the United States, the Act was designed to better address contemporary terrorism issues, both domestically and abroad. Until May 2019, the Act had not been formally used in a prosecution; however there were several failed attempts by the Crown to do so. Many individuals and organisations have however been designated as "Terrorist entities" under the Act's provisions, in line with UN Security Council designations. The Act was amended in 2007.
