Chinese foreign aid may be considered in this article as both governmental (official) and private development aid and humanitarian aid originating from the People’s Republic of China. Chinese official aid - unlike most major nation-state sources of aid - is not regulated and measured under the OECD's protocols for official development assistance (ODA). According to OECD estimates, 2020 official development assistance from China increased to US$4.8 billion. In this respect, the program is similar in monetary size to those of Norway and Canada. China, however, provides a larger amount of development finance in the form of less-concessional loans. Development aid is a type of aid, foreign/international/overseas aid given by governments and other agencies to support the economic, environmental, social, and political International development, development of developing countries. Closely-related concepts include: developmental aid, development assistance, official development assistance, development policy, development cooperation and technical assistance. It is distinguished from humanitarian aid by aiming at a sustained improvement in the conditions in a developing country, rather than short-term relief. Forum On China–Africa Cooperation
The Forum on China–Africa Cooperation (FOCAC) ; french: Forum sur la coopération sino-africaine) is an official forum between the People's Republic of China and all states in Africa with the exception of the Kingdom of Eswatini. It is the primary multi-lateral coordination mechanism between African countries and China and since 2018 is viewed by those countries as a cooperation platform within the Belt and Road Initiative. Membership and structure FOCAC is the primary multi-lateral coordination mechanism between African countries and China. Along with the China-Arab States Cooperation Forum (CASCF), FOCAC was one of the first regional organizations established by China outside its territorial periphery. Foreign Aid To China
Foreign aid to the People's Republic of China since 1949 has taken the form of both bilateral and multilateral official development assistance and official aid to individual recipients. In 1978, China and Japan normalized their diplomatic relations. Deng Xiaoping had visited to Japan to sign a treaty and to look at its development. As a result, China decided to borrow US$220 million in soft loans from Japan when the amount of foreign currency preparation was US$167 million. China poured that money into social infrastructure. In 2001 China received US$1.4 billion in foreign aid, or about US$1.10 per capita. This total was down from the 1999 figure of US$2.4 billion, or US$1.90 per capita. In 2003 China received US$1.3 billion in aid, or about US$1 per capita. Stadium diplomacy is a form of subsidy practiced by a nation through building and financing the construction of stadiums and sports facilities. China uses this form of soft power to secure diplomatic recognition in line with the One-China policy and to secure natural resources. The construction of stadiums is financed depending on the project with some given as gifts; paid for through low interest, concessional loans; built in partnership with both credit and the host nation taking on different construction responsibilities; or through some other kind of partnership.
