China International Development Cooperation Agency
The China International Development Cooperation Agency (CIDCA); is a foreign aid agency of the People's Republic of China. It is directly subordinate to the State Council. It was created to "achieve better coordination and greater impact" of China's aid programs, particularly in support of the Belt and Road Initiative. CIDCA was founded in April 2018. It was formerly the Department of Foreign Aid of the Ministry of Commerce (MOFCOM). Luo Zhaohui
Luo Zhaohui (; born February 1962) is a Chinese diplomat who serves as the director of the China International Development Cooperation Agency since 18 April 2021. He previously served as Chinese Ambassador to Pakistan (2007-2010), Canada (2014-2016) and India (2016-2019). Biography Luo Zhaohui was born in Xiaogan, Hubei, in February 1962. In 1982, he graduated with a bachelor's degree in history from Central China Normal University and later received master's degree in history from Peking University, and worked as a part-time professor at Central China Normal University. State Council Of The People's Republic Of China
The State Council, constitutionally synonymous with the Central People's Government since 1954 (particularly in relation to local governments), is the chief administrative authority of the People's Republic of China. It is chaired by the premier and includes each cabinet-level executive department's executive chief. Currently, the council has 35 members: the premier, one executive vice premier, three other vice premiers, five state councilors (of whom three are also ministers and one is also the secretary-general), and 26 in charge of the Council's constituent departments. The State Council directly oversees provincial-level People's Governments, and in practice maintains membership with the top levels of the CCP. The Belt and Road Initiative (BRI, or B&R), formerly known as One Belt One Road ( zh, link=no, 一带一路) or OBOR for short, is a global infrastructure development strategy adopted by the Chinese government in 2013 to invest in nearly 150 countries and international organizations. It is considered a centerpiece of the Chinese leader Xi Jinping's foreign policy. The BRI forms a central component of Xi's "Major Country Diplomacy" ( zh, 大国外交) strategy, which calls for China to assume a greater leadership role for global affairs in accordance with its rising power and status. Chinese Aid, foreign aid may be considered in this article as both governmental (official) and private development aid and humanitarian aid originating from the China, People’s Republic of China. Chinese official aid - unlike most major nation-state sources of aid - is not regulated and measured under the OECD's protocols for official development assistance (ODA). According to OECD estimates, 2020 official development assistance from China increased to US$4.8 billion. In this respect, the program is similar in monetary size to those of Norway and Canada. Foreign Aid To China
Foreign aid to the People's Republic of China since 1949 has taken the form of both bilateral and multilateral official development assistance and official aid to individual recipients. In 1978, China and Japan normalized their diplomatic relations. Deng Xiaoping had visited to Japan to sign a treaty and to look at its development. As a result, China decided to borrow US$220 million in soft loans from Japan when the amount of foreign currency preparation was US$167 million. China poured that money into social infrastructure. In 2001 China received US$1.4 billion in foreign aid, or about US$1.10 per capita. This total was down from the 1999 figure of US$2.4 billion, or US$1.90 per capita. The Export–Import Bank of China (Chexim - China Exim Bank) () is one of two institutional banks in China chartered to implement the state policies in industry, foreign trade, economy, and foreign aid to other developing countries, and provide policy financial support so as to promote the export of Chinese products and services.
