The Child Abuse Reform and Enforcement (CARE) Act is a United States law aiming to "promote the improvement of information on, and protections against, child sexual abuse". Major provisions of the act The Child Abuse Reform and Enforcement Act was enacted on March 10, 2000, to reduce the incidence of child abuse and neglect. Foster care is a system in which a minor has been placed into a ward, group home (residential child care community, treatment center, etc.), or private home of a state-certified caregiver, referred to as a "foster parent" or with a family member approved by the state.
