Child's Special Allowance was a payment under the United Kingdom system of Social Security. Harold Macmillan
Maurice Harold Macmillan, 1st Earl of Stockton, (10 February 1894 – 29 December 1986) was a British Conservative statesman and politician who was Prime Minister of the United Kingdom from 1957 to 1963. Caricatured as "Supermac", he was known for his pragmatism, wit and unflappability. Macmillan was badly injured as an infantry officer during the First World War. He suffered pain and partial immobility for the rest of his life. After the war he joined his family book-publishing business, then entered Parliament at the 1924 general election. Losing his seat in 1929, he regained it in 1931, soon after which he spoke out against the high rate of unemployment in Stockton-on-Tees. He opposed the appeasement of Germany practised by the Conservative government. He rose to high office during the Second World War as a protégé of Prime Minister Winston Churchill. Child benefit or children's allowance is a social security payment which is distributed to the parents or guardians of children, teenagers and in some cases, young adults. A number of countries operate different versions of the program. In most countries, child benefit is means-tested and the amount of child benefit paid is usually dependent on the number of children one has. Conditions for payment A number of conditional cash transfer programs in Latin America and Africa link payment to the receivers' actions, such as enrolling children into schools, and health check-ups and vaccinations. In the UK, in 2011 CentreForum proposed an additional child benefit dependent on parenting activities. Australia In Australia, Child benefit payments are currently called Family Tax Benefit. Child Poverty Action Group (CPAG) is a UK charity that works to alleviate poverty and social exclusion. History The Group first met on 5 March 1965, at a meeting organised by Harriett C. Wilson. It followed the publication of Brian Abel-Smith and Peter Townsend's work ''Poor and the Poorest'': both men were founding members of the Group. At the second meeting one of the points raised was "That although increased family allowance might be the simplest and most equitable way of overcoming the poverty of large families, there was likely to be considerable difficulties in bringing about a change of this kind, partly because of the fear that this would tend to encourage people to have large families."
